The Land and Real Estate cluster (GVG) of the Province of Limburg is responsible for purchasing, temporarily managing and selling real estate and administering its properties, insofar as these are related to provincial projects. The P8 system is currently used for this purpose. The current system has reached the end of its technical service life, as has the contract, which has led to this procurement procedure. For a more efficient and future-proof working method, it is necessary to switch to a future-proof information and administration system for land matters. The new system must replace/succeed the current P8 and meet the requirements arising from current provincial information needs, work processes and tasks. With more than 3,300 hectares of provincial land (reference date: 1 January 2024), consisting of agricultural land (22.2%), forest/nature (23.6%), built-up land (4.2%), water (1.4%) and transport (48.6%), management of this portfolio is complex and multifaceted. Nearly half of the property consists of land belonging to provincial infrastructure. In addition, the portfolio includes, among other things, land intended for area development, nature compensation and accommodation for provincial organizational units. The activities require a flexible and broadly deployable system that can support this diversity and adapt to changing legislation, provincial ambitions and policies in the areas of transparency, compliance and governance.
