The purpose of this procurement is to select and contract one supplier that provides and implements a future-proof, secure and user-friendly application that supports the municipality's entire administrative decision-making process for the Municipal Executive and Council. The solution must comply with the statutory frameworks (such as the GDPR, Public Records Act, Municipalities Act and Open Government Act) and meet the needs of the various user groups. The system must contribute to transparency, timeliness, completeness and efficiency in administrative decision-making. The solution must also support livestreaming and on-demand availability of council meetings and provide functionality for digital voting and the recording of Municipal Executive meetings in accordance with the applicable archiving and accessibility standards.
