This tender concerns the European open tendering procedure regarding audiovisual services for the Defence Media Centre (MCD). The contract concerns the aspects of the following (non-exhaustive) Audiovisual services involving the deployment of both personnel and equipment, with the aim of supplying equipment and/or personnel for audio and video services for the Defence Media Centre (MCD). Within this scope (insofar as directly related to audiovisual services), only contracts issued for the benefit of the MCD are included: Audio Visual Services characterised by the highest quality (broadcast standard), for multiple internal and external use; Film, video, cross-media activities, products and audio productions for use for all of the Contracting Authority’s communication purposes. Examples include: campaigns, use on the internet, promotional purposes and cross-media activities; Audiovisual facilities such as equipment (cameras, sound sets, outside broadcast vehicles, etc.) and personnel (camera and sound personnel, editors, directors, project managers, etc.); “Creative thinking”, whereby the (external) director collaborates with a production manager from the Defence Media Centre; Live streaming and broadcasting of produced materials on the channels and using the options then customary in the market; Sound reinforcement and lighting (studio and set lighting) for making audiovisual recordings; Projection using large projectors and LED screens (modular and vehicle-mounted); Other services such as translation services, audio description and subtitling. The following fall outside the scope of this tender: Contracts relating to photography and/or advertising expressions; Contracts in which the production and direction are carried out entirely by the Contractor (from A to Z). This is not a full-service agreement; Contracts in a mission and/or deployment area; Tenders conducted for the hiring of, among others, interim management and temporary workers; Tenders conducted for the procurement of products for Audiovisual resources; Tenders that have been and/or are being conducted by the Ministry of General Affairs for the Communication Procurement Category of which the Contracting Authority is part; Smaller screens for individual presentations and small-scale Audiovisual services. The carefully estimated value of the contract for Audiovisual services for the Defence Media Centre is estimated at € 3.966.942,15 excluding VAT for the entire 4-year duration of the contract. During the term of the Framework Agreement, the financial value of the call-offs / actual quantity may be higher than the originally carefully estimated financial value. This may be because the Contracting Authority requires greater deployment for the performance of its duties. However, as a result of the turbulent developments in Europe and the dynamics this creates for the Dutch armed forces, it should be noted that this expectation may turn out differently. For example, geopolitical tensions, the budgets available to the Ministry of Defence and the way in which they are used, the further course of the war in Ukraine and the possible emergence of other conflict hotspots may affect the volumes. As a result, more, but possibly also less, may be purchased. Furthermore, there is a possibility that a higher budget will be made available during the term of the agreement to comply with the NATO standard. In addition, policy choices within the Contracting Authority or by national politics may lead to greater or lesser demand falling under this tender. To address this uncertainty and other possible unforeseen circumstances, the maximum contract value has been set at 50% above the carefully estimated value, amounting to € 5.950.413,22- (excluding VAT) over the entire term of the Framework Agreement (maximum 4 years).
