The Municipality of Noardeast-Fryslân has a one-off budget of € 250.000 for the hydronic balancing of heating installations to combat energy poverty. The target group consists mainly of tenants of housing corporations. The housing corporations involved have stipulated as a precondition that only their existing contracted installers be used. These are: Thús Wonen → Installatiebedrijf Breman (± € 100.000) Wonen-Noordwest Friesland→ Installatiebedrijf Feenstra (± € 100.000) Private individuals → party still to be selected by private procedure (max. € 50.000 via the lots arrangement) The work is limited to the hydronic balancing of heating installations. Due to the required cooperation with housing corporations and the dependence on their existing maintenance contracts, the Municipality of Noardeast-Fryslân considers an open European procurement procedure in this specific case to be neither efficient nor practically feasible. The Municipality of Noardeast-Fryslân therefore acts as the lead authority and uses the ‘Voluntary Ex Ante Transparency’ procedure. This announces that the municipality intends to award the contracts privately to the aforementioned installers, relying on the special circumstances of the contract and the limited market access resulting from the contractual position of the housing corporations. Interested parties may submit a reasoned objection to the intended award decision via Mercell within 20 calendar days after publication.
