This contract for a Ukraine Reception Location Manager is for 6 months and comprises two main tasks: Together with the current location manager, the daily management and supervision at the reception park (approximately 270 refugees), and; Advising on the design of the reception location. The Contractor is expected to independently determine how the contract is carried out and to provide advice on management, processes, cooperation with chain partners and the future design of the reception location. The intended results of the contract are: daily management of the reception location/a stable and safe operation of the reception location; optimal cooperation with internal and external chain partners; concrete proposals for improving processes relating to registration, relocations, resident support and case management; advice on the future design and further development of the reception location. The candidate is demonstrably capable of operating in a political-administrative environment and has experience with reception issues within the social domain. Location manager: physical presence at the reception location is necessary for the adequate performance of the contract. The core tasks for daily operations are divided as follows: Location management: Ensuring physical presence at the park, holding walk-in consultation hours, supervising through inspection rounds and maintaining close contact with the caretaker; Support and administration: Acting as the central point of contact (an interpreter is available) for residents, assisting with registrations (BRP, general practitioner, school) and coordinating internal relocations; Enforcement and monitoring: Supervising compliance with park rules and national guidelines, checking occupancy and employment status, and monitoring payment of personal contributions; Facility matters and finances: Responsible for the financial settlement of invoices, inspection of homes and coordination of furnishings. Stakeholder management: Maintaining contacts with chain partners (such as the police, GGZ, Veilig Thuis) and coordinating with park management, security and the Safety Region. Advisory Role for the Design & Optimization of Ukraine Reception: In addition to daily management, you are the adviser who designs the reception location to be future-proof. You translate national, regional and local developments into a concrete design for the reception facility, with the needs of residents and the organization at the forefront. Strategic translation: You translate current societal trends and legislation into a concrete design and management plan for the reception facility. Living Environment & Well-being: You advise on a design that balances privacy, social cohesion and a safe living environment. You turn signals from daily practice into structural improvements. Optimization: You assess current processes (such as registration and internal relocations) and make proposals to make daily management more efficient and humane. You also advise on the organization and positioning of the current case managers. Integrated cooperation: You ensure that the design of the location aligns with the working methods of chain partners such as the police, GGZ, welfare organizations and Veilig Thuis. Safety: You proactively advise on measures that keep the location safe and stable, with attention to the long term and continuity of occupancy. Vision Development and Final Evaluation: In addition to advising on the design and daily operations, the contractor will develop a clear, broadly supported long-term vision for the reception location during the contract period. Toward the end of the contract (no later than the sixth month), the location manager will deliver a formal final evaluation. This evaluation must serve as a strategic compass for the municipality and must include at least: A thorough reflection on the lessons learned, bottlenecks and successes from the past period at the reception park. Concrete advice on the follow-up process after the contract period, including scenarios for the further development or possible phase-out of the location. A detailed overview of the preconditions and resources (such as staffing, budget, facility support and the deployment of case managers) necessary to guarantee continuity, stability and safety in the long term.
