For several years, the Spatial Planning team of the municipality of Ermelo has been struggling with structural overload: there is simply too much work for the available capacity. In this context, in 2024 the Spatial Planning team developed an assessment framework to prioritize spatial projects and make choices about which projects will be taken up and which projects will not be taken up for the time being. A considerable number of private initiatives were not given priority in this prioritization round. A considerable amount of time has now passed, and a waiting list of private initiatives has developed. It is expected that without reinforcement, the waiting list will only continue to grow. Due to contracts expiring, the need to reinforce the team has increased further, and it has become even more urgent to add an experienced professional to the team in the short term. Therefore, in the short term we are looking for an experienced temporary employee who, together with our permanent employees, is willing to put their shoulder to the wheel to complete the ongoing projects and reduce the waiting list by taking up new cases that are currently still on the waiting list. These predominantly concern spatial initiatives by private individuals at parcel level. Examples include a change of function from agricultural to residential, subdivision of residential plots, and smaller housing plans. The temporary employee is expected to be able, largely independently, to analyze and assess these files (including on the basis of the municipal frameworks) and, accompanied by a statement of reasons, submit them to the municipal executive for a decision. In Ermelo, we use a working method laid down in a Spatial Planning Work Processes Manual, and various case management systems are used. The activities consist of: Assessment of preliminary requests Contact with initiators and involved parties Managing third parties in the Spatial Planning field Coordination within the municipal organization (including the Environment Table) Assessment of draft plans for spatial quality Assessment of spatial substantiations Assessment of studies Planning-law assessment of the initiatives for ETFAL In consultation with the Land Affairs team, preparing anterior agreements, including, if necessary, determining the development contribution Preparing and drafting proposals for the municipal executive and municipal council Procedure: restricted.
