Netherlands – Supply services of personnel including temporary staff – Managed service provider (MSP) hiring of external personnel

Opportunity description

In view of the reason and objective of this procurement procedure, the Province of Utrecht intends to conclude a Framework Agreement with one Contractor for the provision of a digital platform (Software-as-a-Service solution) and associated services for facilitating and supporting the entire process relating to the hiring of external personnel. The contract includes both making the digital platform available and performing the support services necessary to ensure that the hiring process proceeds efficiently, transparently and lawfully. The digital platform serves as a central environment in which requests for temporary hires are published and in which suppliers and self-employed persons can register free of charge and submit tenders for contracts from the Province of Utrecht. The Contractor is responsible for the management, maintenance and availability of the platform for the duration of the Framework Agreement. See para. 2.5 of the guidelines. Based on the current estimate, the Province of Utrecht expects to place approximately 200 to 225 hiring assignments annually via the digital platform to be contracted and the associated services. This indication is intended solely to give the Contractor an idea of the expected volume and may fluctuate during the term of the Framework Agreement. The stated numbers do not constitute a purchase obligation and no turnover guarantee is provided. The Contractor cannot derive any rights from this. In addition to the above estimate, unforeseen circumstances are taken into account. The maximum ceiling value of the Framework Agreement is set at € 1.400.000, -. Upon reaching this maximum ceiling value, the Framework Agreement ceases to have effect and no further contracts may be awarded under the Framework Agreement. Procedure: open.
