Opportunity description

The Contract concerns making temporary personnel available to the municipality of Smallingerland. The municipality of Smallingerland invites interested parties to submit a tender for the European procurement procedure regarding the hiring of temporary personnel for: • Lot 1 – Outdoor services up to and including scale 7; • Lot 2 – Payroll services. The reason for this procurement procedure is that the maximum value of the previously concluded framework agreements was reached earlier than anticipated. It is therefore necessary to put the contract out to European tender again. • With this procurement procedure, the municipality of Smallingerland aims to: • Ensure continuity of service provision; • Cooperate with professional and reliable contractors; • Retain flexibility in the deployment of temporary personnel; • Comply with the applicable procurement-law obligations; • Achieve efficient and high-quality service provision. The contract comprises: 1.1.1 Lot 1 – Outdoor services up to and including scale 7 The provision of temporary personnel for operational outdoor-service positions. These include, among others: • Drivers; • Bridge operators; • Neighborhood managers; • Recycling center employees; • Drivers’ assistants; • Other operational outdoor-service positions up to and including scale 7. 1.1.2 Lot 2 – Payroll services The performance of payroll services for the municipality of Smallingerland. These include, among others: • Contracting payroll employees; • Payroll administration; • Employer responsibilities; • Processing payroll taxes; • Absence management; • Other administrative activities associated with payrolling. The contract expressly does not include: • Recruitment and selection services outside the scope of the lots; • Permanent staffing positions; • Services not directly related to personnel hiring or payroll. The framework agreement has an initial term of four (4) years, running from 1 December 2026 through 30 November 2030, unless the extension options are exercised. The extension options consist of four (4) periods of one (1) year each. The Contract concerns making temporary personnel available to the municipality of Smallingerland. Lot 2 – Payroll services: € 4.800.000. The framework agreement has an initial term of thirteen (13) months, running from 1 December 2026 through 31 December 2027, unless the extension options are exercised.
