Irado has an ongoing need for the deployment of employees who are disadvantaged in the labour market to carry out operational work within the organisation. This deployment is consistent with Irado's social objectives and with the desire to put socially responsible and inclusive employment into practice. Irado prefers to organise the deployment of SROI employees primarily through Stroomopwaarts or Promen. These parties have a direct connection with the municipalities that are shareholders of Irado and therefore fit well with Irado's public and social context. At the same time, practice shows that Stroomopwaarts and Promen do not always have sufficient capacity available to meet Irado's full staffing needs. Irado therefore wishes to organise the supplementary deployment of SROI employees on a structural basis and in compliance with procurement law through a European tender procedure. The aim is to contract multiple suitable parties, so that: Continuity in staffing is safeguarded; A permanent cooperation structure is established; Clear agreements are made in advance regarding rates, supervision, quality, deployability and cooperation; Deployment can take place quickly and efficiently for each specific staffing need. The award is reserved, in accordance with Article 2.82 of the Public Procurement Act 2012, for sheltered employment companies. This means that only sheltered employment organisations/enterprises may tender for this contract. This concerns: Sheltered workshops; Entrepreneurs whose main objective is the social and professional integration of people who are disadvantaged in the labour market; Sheltered employment programmes; Or equivalent organisations, This is defined as follows in the Public Procurement Act: provided that at least 30% of their employees are disabled or disadvantaged workers. In this tender, people who are disadvantaged in the labour market are understood in any event to include persons who, due to an occupational disability, social or societal vulnerability, a long-term benefits situation or other barriers, do not have independent and sustainable access to the regular labour market. These may include, among others, persons from the target group under the jobs agreement, persons with a sheltered employment designation, persons with a WIA, WAO or Participation Act background, as well as other persons who are comparable in nature and scope and who are demonstrably guided by the Tenderer towards participation and employment. Upon tendering, the Tenderer must demonstrate: As evidence, the intended contractor must submit to Irado a copy of the PSO 30+(Abw) certificate or other evidence (registration with the Chamber of Commerce based on SBI code: 32991 - Sheltered employment provision).
