The Welgelegen Neighborhood Renewal Nieuw-Vennep project involves the integrated renovation of a large part of the Welgelegen neighborhood in Nieuw-Vennep. In this project, the paved surfaces, sewerage, and green spaces will be renewed. The plan boundaries are approximately Venneperweg, Westerdreef, Noorderdreef, Wageningenstraat, and Van Bemmelenstraat. In this neighborhood, the existing combined system, consisting of a concrete sewer, will largely be replaced by a new combined plastic system; this comprises approximately 2,900 m of sewer with diameters ranging from approximately 250 through 500 mm. In addition, a new DT system will be installed, consisting of approximately 3,600 m of PE pipe with diameters ranging from approximately 200 through approximately 500 mm. Approximately 220 m of concrete culvert, approximately 1,000 mm in diameter, will also be installed across 4 locations. At 3 locations, 90 m of concrete culvert, approximately 500 mm in diameter, will be broken up, along with approximately 11,500 m2 of asphalt, 20,000 m2 of paving slabs, 6,000 m2 of concrete paving blocks, and 4,000 m2 of bricks. The new construction consists of installing bricks (approximately 4,000 m2 reused), concrete paving slabs (20,000 m2), and concrete paving blocks (11,500 m2). The carriageways will be configured in a V shape, including soil improvement beneath the mixed-granulate foundation with geogrid reinforcement. The green spaces in the neighborhood will also be addressed (300 ares removed and 160 ares installed), and the neighborhood will be designed to be climate-adaptive through, among other things, the installation of green parking (3,500 m2), a bioswale (400 m3 of excavation), and two retention ponds (4,700 m3 of excavation) with a SIMMBA weir and intervening ø1000 mm culverts. Since April 2025, the utility companies have been carrying out large-scale replacement of their gas, water, LV, and MV networks. These will largely be completed when the works commence. The Haarlemmermeer polder has been designated by Rijnland as a ‘vulnerable seepage area’. Research has shown that, in addition to seepage pressure and the resulting uplift risks, the groundwater within the project area also has a high iron content. AERIUS calculations during the preparation phase have shown that the work cannot be carried out without some degree of electrification of the equipment to be used. The municipality intends to contract a party that guarantees, and is demonstrably capable, that it can and will execute the specifications. Further information, such as the RAW specifications, will be provided in the 2nd phase to those parties selected to participate in this award phase. The estimated value of this contract is approximately 10 million euros. The works must commence on 1 March 2027. Procedure: restricted. Estimated value: 10,000,000 EUR.
