Poland – Airport lighting – SUPPLY OF LAMPS AND COMPONENTS FOR NAVIGATIONAL LIGHTING

Opportunity description

1. The subject matter of the contract is the supply of new (unused) lamps and components for navigational lighting for the needs of the 31st Tactical Air Base. 2. The quality requirements and applicable documents referred to in Art. 246(2) of the Public Procurement Law concerning the subject matter of the contract are contained in Annex No. 1a – price forms and Annex No. 4 to the SWZ – “Draft contract”. 3. The Contracting Authority permits the submission of tenders for separate lots; the contract consists of 5 tasks: Task No. 1 – Lamps and components, Task No. 2 – PAPI lamps, Task No. 3 – Lighting signs, Task No. 4 – Constant-current power supplies, Task No. 5 – Transformers for navigational lighting. 4. The Contracting Authority does not limit the number of tasks for which the Contractor may submit a tender, provided that tenders concerning individual tasks must be complete. A detailed description and scope of the subject matter of the contract are contained in Annex No. 1A to the SWZ (price form), which specifies the required minimum quality parameters of the products. 5. The Contracting Authority requires that, in the Price Forms concerning TASKS NOS. 1–5, the Contractor complete the columns requiring the manufacturer/type/model and the Symbol/designation of the offered product. The data provided are intended to enable the Contracting Authority to unequivocally identify the offered product in the sources available to it. Inability to identify a specific product on the basis of the information provided may indicate that the tender does not comply with the SWZ. The Contracting Authority recommends providing as much information as possible in order to eliminate the risk of providing parameters that indicate two or more products simultaneously. Failure to enter the requested information may result in rejection of the tender pursuant to Art. 226(1)(5) of the Public Procurement Law. 6. In the event of discrepancies between column No. 2 of the Price Form – Annex No. 1a and any changes/clarifications provided by the Contracting Authority during the procedure, the provisions of the later clarifications/changes to the procurement documents shall be deemed binding. 7. The Contracting Authority permits the supply only of factory-new goods that show no signs of any previous use and are free from physical and legal defects. 8. The Contracting Authority requires that the packaging (or the goods, where there is no factory packaging) of the delivered products be original, undamaged, and protective against moisture. 9. Together with the delivery of the goods, the Contractor is required to provide information on the shelf life of the product concerned if this is not evident from the documents supplied or the packaging.
