I. The subject of the Competition is the preparation by the Competition Participants, in accordance with the terms of the Rules, of a coherent and comprehensive architectural and urban design concept for the extension of a building with an office and administrative function for the needs of the Marshal's Office of the Świętokrzyskie Voivodeship in Kielce at IX Wieków Kielc Avenue. II. The Competition is a two-stage, restricted and implementation competition, i.e. one in which the Prize is a cash prize and an invitation for the author (Competition Participant) whose entry received the First Prize to negotiate under the single-source procurement procedure for the performance of a service based on the competition entry. The subject of the service has been described in the Essential Provisions of the Contract constituting Appendix No. 5 to the Rules. III. The objective of the Competition is to obtain the best architectural and urban design concept, in architectural, urban-planning, spatial, and functional and utility terms, for the project “Extension of the building of the Marshal's Office of the Świętokrzyskie Voivodeship in Kielce at IX Wieków Kielc Avenue”. IV. The Competition is conducted under the procedure for a two-stage restricted urban-planning and architectural competition: 1. Qualification stage. 2. Stage I - study designs. 3. Stage II - development of competition entries. V. Three main cash Prizes may be awarded in the Competition, i.e.: First Prize, Second Prize and Third Prize, with the first (First) Prize being awarded to the best competition entry. In addition, three distinctions are expected to be awarded. The total amount allocated by the Contracting Authority for cash Prizes is no more than PLN 155,000.00 gross. If fewer than 4 entries are submitted in the Competition, the total cash prizes will be reduced accordingly, in line with the adopted prize amounts, starting with the lowest. In addition to the cash Prizes, the Organizer expects to award a Prize in the form of an invitation to negotiate under the single-source procurement procedure. VI. In the Competition, the Organizer expects to award Prizes as follows: 1. Cash prizes: FIRST PRIZE - an amount of PLN 55,000.00 gross; SECOND PRIZE - an amount of PLN 40,000.00 gross; THIRD PRIZE - an amount of PLN 30,000.00 gross; max. 3 x DISTINCTIONS - the amount of one distinction is PLN 10,000 gross. 2. A Prize in the form of an invitation to negotiate under the single-source procurement procedure for the performance of a service based on the selected Competition Entry, for the Competition Participant whose Competition Entry received the highest number of points (First Cash Prize). VII. The prizes in the Competition are described in Chapter VI of the Rules. I. The procedure for conducting the Competition is appropriate for competitions with an estimated value exceeding the amount specified in the notice of the President of the Public Procurement Office issued pursuant to Art. 3 sec. 2 of the Act, i.e. exceeding the PLN equivalent of EUR 221,000. V. The Competition is conducted under the procedure for a two-stage restricted urban-planning and architectural competition: 1. Qualification stage: a. Entities interested in participating in the Competition, in response to the Competition notice, submit applications for admission to participate in the Competition, in accordance with the provisions of Chapter III of the Rules, by the deadline specified in the Competition Schedule. b. The Organizer admits to the Competition and invites to submit Competition Entries those Competition Participants who meet the requirements specified by the Organizer and indicated in Chapter III of the Rules. 2. Stage I - study designs: a. Submission of Study Designs by Competition Participants invited to submit Study Designs on the basis of applications for admission, by the deadline specified in the Competition Schedule. The substantive scope, form of the design and method of presenting the Study Designs have been specified in Chapter IV of the Rules. b. Evaluation of anonymized Study Designs by the Competition Jury on the basis of the criteria specified in Chapter V of the Rules and selection of at least 6 of the best Study Designs that most closely meet the requirements specified in the Rules, which will qualify for Stage II of the Competition. c. Invitation to submit Competition Entries to those Competition Participants whose Study Designs qualified for Stage II of the Competition. 3. Stage II - development of competition entries: a. Submission of Competition Entries by Competition Participants whose Study Designs qualified for Stage II of the Competition, by the deadline specified in the Competition Schedule. The substantive scope, form of the design and method of presenting the Competition Entries have been specified in Chapter IV of the Rules. b. Evaluation of anonymized Competition Entries by the Competition Jury on the basis of the criteria specified in Chapter V of the Rules, selection of the best Competition Entry (First Prize), and award of the remaining Prizes in accordance with the provisions of Chapter VIII of the Rules. c. Approval of the Competition decision by the Head of the Contracting Authority and official announcement of the Competition results. d. The Competition decision results becoming final. VI.
