The following shall be carried out as part of the task: part 1: - the necessary technical documentation together with the necessary opinions and approvals – preparation of technical documentation and cost estimates for the works covered by the project for task No. 2. Thermal modernization of the building (B-1): 1. State Fire Service Headquarters in Dębica – administrative and garage building, ul. Poddęby 6a, 39-200 Dębica; - the necessary technical documentation together with the necessary opinions and approvals – preparation of technical documentation and cost estimates for the works covered by the project for task No. 3. Thermal modernization of the building (B-2): 2. State Fire Service Headquarters in Dębica – residential and storage building, ul. Poddęby 6a, 39-200 Dębica; The subject matter of the contract for part 1 is: a) Preparation of design documentation: - Building survey. Performance of a comprehensive (multi-discipline) survey, - Construction design. Preparation of a multi-discipline design in accordance with the provisions of the Construction Law and the relevant regulations, - Technical and detailed design. Preparation of a multi-discipline technical and detailed design as well as bills of quantities, investor's cost estimates, technical specifications for the execution and acceptance of works, and a BIOZ plan. 2. The Contracting Authority does not permit the submission of partial tenders. 3. A detailed description of the subject matter of the contract is provided in Appendix No. 1 to the SWZ. 4. The Contracting Authority does not require the submission with the tender of subject-matter evidence confirming the compliance of the services offered with the requirements specified in the description of the subject matter of the contract/description of the tender evaluation criteria/requirements related to performance of the contract. 5. The Contracting Authority permits a site visit before submission of the tender. To arrange a site visit, the Contracting Authority should be contacted. Minutes of the site visit will be drawn up. 6. The Contracting Authority does not reserve the obligation for the Contractor to perform the contract personally. 7. The Contracting Authority permits the performance of part of the contract to be entrusted to Subcontractors. 8. The Contracting Authority requires the Contractor to indicate in the Tender Form the parts of the contract which it intends to entrust to Subcontractors and to provide the names of any Subcontractors, if already known. 9. If a change of or withdrawal from a Subcontractor concerns an entity on whose resources the contractor relied, under the rules specified in Art. 118(1) of the Act, in order to demonstrate compliance with the conditions for participation in the procedure, the Contractor is obliged to demonstrate to the Contracting Authority that the proposed other Subcontractor or the Contractor independently meets them to a degree no less than the Subcontractor on whose resources the Contractor relied during the contract award procedure. Art. 122 of the Act shall apply accordingly. 10. Entrusting the performance of part of the contract to Subcontractors does not release the Contractor from responsibility for due performance of this contract. 11. The public contract is conducted under the project: “Comprehensive energy modernization of State Fire Service buildings in the Podkarpackie Voivodeship, together with the installation of renewable energy sources as an element in creating a resilient system for responding to civilizational and climate threats” No. FENX.01.01-IW.01-0252/24”. 12. Where references are made in the procurement documentation to standards, European technical assessments, approvals, technical specifications and technical reference systems referred to in Art. 101 of the PZP Act, the Contracting Authority permits solutions equivalent to those described. When analyzing the procurement documentation, the Contractor should assume that each reference referred to in Art. 101 of the PZP Act used in the Description of the Subject Matter of the Contract is accompanied by the words “or equivalent”. 13. Where proper names or trademarks have been used in the procurement documentation, this means that they are provided as examples and specify only the minimum expected quality parameters and the required standard. The Contractor may use equivalent materials or devices, but with similar or better technical and quality parameters, the use of which will in no way adversely affect the proper functioning of the solutions adopted in the procurement documentation. A Contractor who uses equivalent devices or materials will be obliged to demonstrate during performance of the contract that the devices and materials used meet the requirements specified by the Contracting Authority. 14.
