Opportunity description
1. The subject matter of the contract is: 1) the supply of reagents, control/calibration materials, and consumables for performing tests using molecular biology methods for the simultaneous detection of: HCV RNA, HIV RNA, and HBV DNA in plasma pools. 2) the lease of two automatic analytical systems (hereinafter referred to as: devices or analyzers), together with the control systems necessary to perform the above-mentioned tests for the purpose of releasing 300 000 (three hundred thousand) donations for issue, with the possibility of automatic archiving of the tested material. A detailed description of the subject matter of the contract is set out in Annex No. 9 (Product and Price Form) and Annex No. 2 (Description of the Subject Matter of the Contract) to the SWZ. 3. Delivery of the subject matter of the contract to the Regional Blood Donation and Blood Treatment Center in Łódź (at the location at ul. Franciszkańska 17/25, 91-433 Łódź) will be carried out at the Contractor's cost and risk. 4. The conditions for performance of the subject matter of the contract are set out in Annex No. 7 to the SWZ (Draft Contractual Provisions). 5. Whenever the subject matter of the contract is described in the SWZ and its annexes by reference to trademarks, patents or origin, source or a specific process that characterizes the products or services supplied by a particular contractor, this shall be understood solely as presenting an example of a product, process, solution, or functionality, i.e. defining the minimum quality parameters and functional characteristics of the product, material, or technology, and it shall be assumed that each such reference is accompanied by the expression “or equivalent.” Such a reference is intended solely to clarify the Contracting Authority's expectations. In such a case, the Contracting Authority permits the submission of equivalent tenders, provided that the equivalent solutions offered have parameters no worse than those specified by the Contracting Authority. Minimum quality parameters and functional characteristics shall be understood as requirements concerning products, processes, functionalities, materials, or devices contained in publicly available sources, catalogs, and websites of various manufacturers. Likewise, where the Contracting Authority refers to standards, European technical assessments, approvals, technical specifications, and technical reference systems (certificates) relating to the subject matter of the contract, solutions equivalent to those described by the Contracting Authority are permitted. With regard to the standards cited in the documentation, they constitute a minimum requirement, i.e. higher standards equivalent to those described are permitted. A Contractor relying on solutions equivalent to those described by the Contracting Authority is obliged to demonstrate that the supplies or services it offers meet the requirements specified by the Contracting Authority.
