The subject of the contract is the energy modernization of public utility buildings in Siemianowice Śląskie I - Thermal modernization of the building of Preschool Complex No. 1, Preschool No. 7 at 49 Niepodległości Street. 2. As part of the investment, the following will be carried out, among other things: a) thermal insulation of external walls above and below ground level, including waterproofing of walls below ground level, b) thermal insulation of the roof, including replacement of the roof covering and sheet-metal flashings, c) renovation of chimneys, d) demolition work, e) replacement of gutters and downpipes, f) replacement of the indicated window and door joinery, g) renovation of the terrace, h) installation of canopies over entrances, i) renovation of the canopy over the main entrance to the building, j) renovation of the entrance stairs, k) construction of railings, l) installation of drainage, m) construction of a strip around the building, n) renovation of sanitary facilities, o) replacement of the water and sewerage and hydrant systems, p) replacement of the central heating system with radiators and modernization of the district heating substation, q) mechanical supply and exhaust ventilation, r) replacement of the electrical system – internal power supply lines, single-phase sockets, computer power supply system, fire protection system, s) replacement of basic and emergency lighting, t) replacement of the lightning protection system and grounding, u) installation of bird nesting boxes. 1. The subject of the contract is the energy modernization of public utility buildings in Siemianowice Śląskie I - Thermal modernization of the building of Preschool Complex No. 1, Preschool No. 7 at 49 Niepodległości Street. 2. The detailed description of the subject of the contract consists of: a) Design documentation (Appendix No. 3 to the SWZ), b) Technical specifications for the execution and acceptance of construction works (Appendix No. 4 to the SWZ), c) Draft contractual provisions (Appendix No. 5 to the SWZ), d) Bill of quantities (Appendix No. 6 to the SWZ) – hereinafter referred to as the documentation. Note: Since the basis for settling the works with the Contractor is lump-sum remuneration, the bill of quantities does not constitute the basis for the Contractor's preparation of the cost estimate and is solely auxiliary and informative; the measurements of works adopted therein are approximate. In view of the above, the Contracting Authority does not require a tender cost estimate to be submitted with the tender. 4. For the subject of the contract, the selected Contractor shall provide the Contracting Authority with a guarantee and statutory warranty for a period consistent with the Contractor's tender, but no shorter than 60 months, calculated from the day following the date of acceptance, without reservations, of the entire subject of the contract as documented by protocol. 5. The Contracting Authority stipulates that the work will be performed in an operational building used by pupils and employees. It is recommended that work causing significant noise (e.g. drilling, chiseling, etc.) or interfering with the operation of the facility be carried out from Monday to Friday after 15:00 or on non-working days, and where this is not possible, e.g. due to the execution technology or the need to maintain continuity of the work, it should be carried out following prior arrangements with the Director of the facility. The work schedule must be discussed and agreed with the Director of the facility on an ongoing basis. 6. The Contracting Authority described the subject of the contract without indicating trademarks, patents or origin, source or a particular process that characterizes the products or services provided by a specific contractor. If the contractor determines that the subject of the contract has been described in the manner referred to in Article 99(5) of the Act, i.e. the origin (brand, trademark, manufacturer, supplier) of materials has been indicated and the criteria used to assess equivalence have not been provided, it should request that the Contracting Authority indicate which criteria will be used to assess equivalence. 7. If the documentation constituting the Detailed Description of the Subject of the Contract contains references to standards, technical assessments, technical specifications and technical reference systems referred to in Article 101(1)(2) and paragraph 3 of the Pzp Act, the Contracting Authority permits solutions equivalent to those described. The use in the documentation of a given standard, technical assessment, technical specification or technical reference system is intended solely to clarify the level of the Contracting Authority's expectations with respect to a specific material/device/product. 8. In the description of the subject of the contract, the Contracting Authority has taken into account the requirements concerning accessibility for persons with disabilities and design intended for all users, as referred to in Article 100(1) of the Pzp. 9. In the description of the subject of the contract, the Contracting Authority has not specified requirements concerning performance or functionality as referred to in Article 101(1)(1) of the Pzp. 10. The Contracting Authority does not require a label from the Contractor and does not indicate applicable requirements of a specific label as referred to in Article 104 of the Pzp. 11. The Contracting Authority does not reserve the possibility of applying for the award of the contract exclusively to Contractors referred to in Article 94 of the Pzp Act, i.e. those having the status of a sheltered workshop, social cooperatives and other contractors whose main objective, or the main objective of the activities of their organizationally separate units that will perform the contract, is the social and professional integration of socially marginalized persons. 12. The Contracting Authority will enable Contractors to conduct a site visit. It is recommended that Contractors conduct a site visit in order to familiarize themselves with the specific nature of the contract. The site visit serves an auxiliary function in the correct pricing of the subject of the contract and enables the Contractor to take into account all conditions arising from the performance of the contract. Participation in the site visit by the Contractor is optional. The date of the site visit is set for 27.08.2026 at 10:00. Interested contractors will gather at the entrance to the above-mentioned school. Participation in the site visit by the Contractor is optional. An interested Contractor wishing to participate in the site visit is required to notify this by e-mail at pz_termo_p7@um.siemianowice.pl by 9:00 on the day on which the visit is to take place. The notification should contain the first and last names of the persons who are to participate in the visit.13.
