Opportunity description

The subject of the contract is a brand-new walk-in climatic chamber 2. Walk-in climatic chamber – required parameters: 2.1. Dimensions of the internal working space: 2.1.1. Minimum working space volume: 20 m3 2.1.2. Minimum internal width of the working space: 2 m 2.1.3. Minimum internal height of the working space: 2 m 2.1.4. Minimum internal depth of the working space: 3.5 m 2.2. Chamber operating temperature range: -50 ºC to +160 ºC or wider 2.2.1. Temperature stability: no worse than ± 1 ºC in steady state. Steady state means the chamber operating state after reaching the set temperature and after completion of the stabilization period. The stabilization time should be specified by the Contractor and should not exceed 60 minutes from reaching the set temperature 2.2.2. Temperature uniformity in steady state: a. no worse than ± 2 ºC in the range of -40 ºC to +120 ºC – confirmed by measurement at at least 9 points in the working space, b. for extreme temperatures below -40 ºC and above +120 ºC, temperature uniformity no worse than ± 3 ºC is permitted 2.2.3. In the temperature range from -40 ºC to +120 ºC, the chamber should ensure: a. Minimum average linear temperature change rate measured in the chamber working space of 5 ºC/min for an empty chamber b. Minimum linear temperature change rate measured in the chamber working space of 2 ºC/min for a chamber with a passive reference load having a total heat capacity of no less than 200 kJ/K 2.3. Chamber operating humidity range: 2.3.1. Relative humidity control in the range from 10 to 95 %RH with an accuracy no worse than ± 3 %RH in the temperature range from +10 ºC to +90 ºC 2.3.2. The chamber should enable control and stable maintenance of relative humidity at 30% RH ± 5 %RH at a temperature of 0 ºC, in steady state, for the implementation of demanding temperature-humidity cycles 2.4. Floor load capacity: min. 500 kg/m2, uniformly distributed static load 2.5. Technological feedthroughs equipped with sealed plugs: 2.5.1.2 openings Ø 25cm in the chamber walls – square openings with a side length of 25 cm are permitted 2.5.2.1 opening Ø 5 cm in the chamber wall at the height of the bottom of the working space – a square opening with a side length of 5 cm is permitted 2.5.3.2 openings Ø 20cm in the chamber roof – square openings with a side length of 20 cm are permitted 2.6. Double-leaf doors with inspection windows with glass impermeable to UV radiation 2.7. Lighting inside the chamber 2.8. The internal surfaces of the working space, including the walls, ceiling, floor and components in contact with the chamber atmosphere, should be made of acid-resistant stainless steel of a grade no worse than EN 1.4404 / AISI 316L or an equivalent material with corrosion resistance in a chloride environment no worse than the indicated grade. The Contractor should confirm the grade of the material used in the technical documentation. 2.9. Communication interface: LAN Ethernet and USB 2.10.Control: no fewer than 6 input/output ports 2.11.Minimum 6 universal analog inputs 0-10 V 4-20mA 2.12.In addition to controlling the chamber, the chamber software should enable data archiving in the form of files: .csv, .txt or .xls The chamber software should enable measurement of electricity consumption with recording to a file. 2.13.The use of environmentally friendly refrigerants will receive additional points as an evaluation criterion - The Contracting Authority will award points for the use in the chamber refrigeration system of a refrigerant or refrigerants with the lowest possible GWP, understood as the global warming potential in accordance with applicable regulations concerning fluorinated greenhouse gases. The Contractor is required to indicate the type and quantity of refrigerant(s) in the heating/cooling systems of the offered walk-in climatic chamber 2.14.The walk-in climatic chamber must be manufactured by a manufacturer that has an implemented and certified quality management system compliant with ISO 9001 or equivalent and an implemented and certified environmental management system compliant with ISO 14001 or equivalent, covering within its scope of activity the design and/or production of climatic chambers, environmental chambers, equipment for simulating environmental conditions or equipment of an equivalent type. To confirm compliance with the requirement, the Contractor is required to submit valid ISO 9001 and ISO 14001 certificates issued for the manufacturer of the offered chamber by an independent certification body, or equivalent documents confirming compliance with equivalent requirements concerning the quality management system and environmental management system. 7. Calibration Certificates Calibration Certificates issued by an accredited calibration laboratory according to ISO 17025 or an equivalent calibration laboratory: 7.1. Calibration – The Contractor must ensure calibration of the walk-in climatic chamber for temperature and humidity across the full operating range, confirming compliance with the requirements indicated in 2.2-3. With particular consideration of the following points included in Table 1, with the proviso that where several relative humidity values are assigned to a particular temperature, confirmation of all values is required – at least 24 measurement points in total: On the date of signing the Final Acceptance Protocol, the calibration certificates must remain valid for at least 6 months. 7.2. Calibration - In the case of the requirement set out in point 2.2.3 b., it will be sufficient to present a test protocol/report confirming and documenting the temperature profile of the chamber, with an unambiguous description of the method used to conduct the confirmatory test. 8. Delivery of the walk-in climatic chamber The Contractor is required to deliver the subject of the contract, transport it, unload it, unpack it, position it, assemble it and integra 1.Contractors who are not subject to exclusion and meet the conditions for participation in the procedure specified by the Contracting Authority in the SWZ may apply for the award of the contract. 2.Contractors who meet the conditions concerning the following may apply for the award of the contract: 2.1.capacity to conduct business transactions: The Contracting Authority does not impose a condition in the above scope. 2.2.authorizations to conduct specific business or professional activity, insofar as this results from separate regulations: The Contracting Authority does not impose a condition in the above scope. 2.3.economic or financial standing: The Contracting Authority does not impose a condition in the above scope. 2.4.technical or professional capacity – Contractor’s experience: The Contractor’s experience condition will be met if the Contractor: Completed, during the last 3 years before the deadline for submission of tenders, and if the period of conducting business is shorter - during that period, one delivery of a walk-in climatic chamber with a capacity of no less than 10 m3 and, at the request of the Contracting Authority, provides evidence specifying whether these deliveries were duly performed, where the evidence referred to consists of references or other documents prepared by the entity for which the deliveries were performed. For the purpose of preliminary confirmation of compliance with the conditions for participation in the procedure and the absence of grounds for exclusion from the procedure, the Contracting Authority requires the submission, together with the tender, of the Contractor’s self-declaration in the form of the European Single Procurement Document (ESPD). In the case of Contractors jointly applying for the award of the contract, the ESPD form shall be submitted by each Contractor applying for the award of the contract. In the case of an entity making resources available pursuant to Art. 118 of the Act, the entity making the resources available shall submit a declaration according to the ESPD template in the part concerning the absence of grounds for exclusion and to the extent to which it meets the condition for participation in the procedure. The ESPD form template is specified by Commission Implementing Regulation (EU) 2016/7 of 5 January 2016 (OJ EU L 3/16), the template of which constitutes Appendix No. 2A to the SWZ. The Contractor/Contractors/entity making resources available is required to attach to the tender a preliminary declaration of compliance with the conditions for participation in the procedure in the electronic form of the single ESPD document in Part IV section α) – Appendix No. 2A_of to the SWZ. Instructions for completion are available on the UZP website:https://www.gov.pl/web/uzp/jednolity-europejski-dokument-zamowienia They also constitute Appendix No. 2C to the SWZ. 3.with respect to Contractors jointly applying for the award of the contract, in relation to the condition concerning technical or professional capacity, the Contracting Authority permits the condition to be met jointly by the Contractors. If a joint tender is submitted, each Contractor is required to attach separately to the tender: 3.1. a declaration preliminarily confirming compliance with the conditions for participation in the procedure and the absence of grounds for exclusion (ESPD – Appendix No. 2A_of to the SWZ) 3.2. a declaration/information indicating which deliveries will be performed by the individual Contractors and the absence of grounds for exclusion from the procedure according to the form constituting Appendix No. 3_of to the SWZ. 3.3. a power of attorney to represent them in the contract award procedure or to represent them in the procedure and conclude the public procurement contract in electronic form. 3.4. a declaration by each of the Contractors submitting a joint tender that they are not subject to exclusion in connection with the declaration of not being subject to exclusion from the procedure pursuant to Art. 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine (OJ EU No L 229 of 31.7.2014, p. 1) – according to Appendix No. 3_of to the SWZ. The content of the document also includes a declaration of not being subject to exclusion from the procedure pursuant to Art. 7 sec. 1 of the Act on special solutions for counteracting support for aggression against Ukraine and serving to protect national security (Journal of Laws of 2022, item 835) 4.With respect to a Contractor who, pursuant to Art. 118 of the Act, uses the resources of another entity in order to meet the condition for participation concerning technical or professional capacity, the Contracting Authority permits the condition to be met jointly by the Contractor and the entity making the resources available. In such a case, the Contractor’s tender must include the following additional documents in the original or in electronic form, signed by the entity making the resources available: a.a power of attorney or another document indicating the person/persons authorized to submit declarations on behalf of the entity making the resources available. b.a preliminary declaration in the electronic form of the single document (ESPD – Appendix No. 2A_of to the SWZ) regarding the absence of grounds for exclusion and compliance with the conditions for participation in the procedure with respect to the resources made available by that entity (Art. 125 sec. 5 of the Act). c.completed Appendix No. 4_of to the SWZ, in which the entity making the resources available confirms that the relationship between the Contractor and the entity making the resources available guarantees actual access to those resources (Art. 118 sec. 3 and sec. 4 of the Act). d.a declaration by the entity making the resources available that it is not subject to exclusion in connection with the declaration of not being subject to exclusion from the procedure pursuant to Art. 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine (OJ EU No L 229 of 31.7.2014, p. 1) – according to Appendix No. 4_of to the SWZ.
