Opportunity description

1. The subject of this contract is the performance of a service involving the reactivation of a bed of WG-12 formed activated carbon used at the “Miedwie” Water Treatment Plant, consisting of the regeneration of the bed in filters: B,C,D,G, i.e. 4 units, in a total quantity of 720 m3. The last regeneration of the carbon in filters B,C,D,G was carried out in the III/IV quarter of 2022. Bed parameters: bed height: 2.65 m, bed surface area: 67.92 m2, bed volume: 180 m3. After regeneration, the carbon filled into filters B,C,D,G should meet the requirements of standard PN-90/C-97554 – Formed activated carbon. 2. The scope of the contract has been specified in detail in Annex No. 2, constituting the description of the subject of the contract 4. Note! Pursuant to Article 139(1) of the Act, the contracting authority will first examine and evaluate the tenders and then assess the eligibility of the contractor whose tender received the highest score, with regard to the absence of grounds for exclusion and fulfilment of the conditions for participation in the procedure. 5. Note! Pursuant to Article 139(2) of the Act, the contractor is not required to submit with the tender the declaration referred to in Article 125(1) of the Act (European Single Procurement Document, hereinafter also referred to as JEDZ). The contracting authority will request the contractor whose tender receives the highest score to submit the declaration referred to in Article 125(1) of the Act (JEDZ), in accordance with Chapter VI point 2 subpoint 1 of the SWZ. 6. Pursuant to Article 128(1) of the Act, if the contractor has not submitted the declaration referred to in Article 125(1) of the Act, entity-related evidence, other documents or declarations submitted in the procedure, or if they are incomplete or contain errors, the contracting authority shall request the contractor, as appropriate, to submit, correct or supplement them within a specified time limit, subject to Article 128(1), points 1 and 2, and paragraph 3 of the Act. 7. If the Contractor has not submitted the subject-matter evidence or the submitted subject-matter evidence is incomplete, the Contracting Authority shall request its submission or supplementation within a specified time limit. The provisions of this point shall not apply if the subject-matter evidence serves to confirm compliance with the characteristics or criteria specified in the description of the tender evaluation criteria or if, despite the submission of the subject-matter evidence, the tender is subject to rejection or there are grounds for cancelling the procedure. 8. Pursuant to Article 107(2) and (3) of the Public Procurement Law, if the Contractor has not submitted the subject-matter evidence or the submitted subject-matter evidence is incomplete, the Contracting Authority shall request its submission or supplementation within a specified time limit. The Contracting Authority may request that Contractors provide explanations concerning the content of the subject-matter evidence. 9. Entity-related evidence confirming the absence of grounds for exclusion from the procedure shall be submitted by each of the Contractors jointly applying for the award of the contract. 9. Foreign contractors: The Contracting Authority requires the submission of the documents referred to in this SWZ in accordance with § 4 of the Regulation of the Minister of Development, Labour and Technology of 23 December 2020 on entity-related evidence and other documents or declarations that the contracting authority may require from a contractor. 10. Instead of the relevant entity-related evidence, the Contractor may submit a certificate confirming the granting of public procurement contractor certification, as appropriate, within the scope referred to in Article 3(2), point 1 or 2, of the Act of 5 August 2025 on the certification of public procurement contractors. 1.
