Opportunity description

The Lublin Centre for Innovation and Technology (hereinafter – LCIT) was entrusted with conducting this public procurement procedure pursuant to Resolution No CCXXII/4344/2026 of the Management Board of the Lubelskie Voivodeship of 11 March 2026 on entrusting the Lublin Centre for Innovation and Technology with the preparation and conduct of a public procurement procedure for the supply of computer equipment for the Powiatowe Biura Biznes Lubelskie as part of the implementation of the project “Economic Marketing of the Lubelskie Voivodeship III”, amended by Resolution No CCXLIV/4851/2026 of the Management Board of the Lubelskie Voivodeship of 19 May 2026. 1. The subject matter of the contract is the supply of computer equipment, divided into lots: - Lot I - Supply of 10 computer sets (laptop with bag, monitor, keyboard, mouse), - Lot II - Supply of 10 tablets with accessories (keyboard, stylus, charger). 2. The Contractor declares that, on the date of signing the Equipment Acceptance Protocol, the Equipment offered may not be designated by the manufacturer for withdrawal from production or sale. 3. The Contractor undertakes to supply brand-new, fully functional equipment manufactured in accordance with applicable norms and standards and covered by a warranty. 4. Independently of the warranty, the Contractor shall be liable under the statutory warranty for physical and legal defects in the equipment. 5. The Contractor declares that, on the date of signing the Equipment Acceptance Protocol, the equipment offered may not be designated by the manufacturer for withdrawal from production or sale. 6. The warranty does not exclude, limit or suspend the Contracting Authority’s rights arising from the provisions of law concerning the statutory warranty for physical and legal defects in the equipment. The Contracting Authority is entitled to exercise its rights under the statutory warranty for defects independently of the rights arising from the warranty. 7. Detailed information concerning the warranty and servicing is set out in §9. Warranty and servicing conditions in the text of the Essential Provisions of the Contract, constituting Annexes No 3a and 3b to the SWZ for Lots I and II of the procedure, respectively. 8. The detailed description of the subject matter of the contract and the method of performance are described in Annexes No 1a and 1b to the SWZ, constituting the description of the subject matter of the contract for Lots I and II of the procedure, respectively, and in Annexes No 3a and 3b to the SWZ, constituting the Essential Provisions of the Contract for Lots I and II of the procedure, respectively. 9. If, with regard to certain materials or devices, the procurement documents indicate trademarks, patents or origin – the Contracting Authority, pursuant to Article 99(5) of the Pzp, permits the offering of equivalent materials or devices. Materials or devices originating from specific manufacturers define the minimum quality parameters and functional characteristics that the materials or devices offered by the Contractor must meet in order to satisfy the requirements set by the Contracting Authority. Materials and devices originating from specific manufacturers constitute solely a quality benchmark for the subject matter of the contract. By “minimum quality parameters and functional characteristics”, the Contracting Authority means the requirements concerning materials or devices contained in publicly available sources, catalogues and manufacturers’ websites. The use of example manufacturers’ names is intended to specify more precisely the level of the Contracting Authority’s expectations regarding a particular solution. The use of product/manufacturer names is solely illustrative. Where the Contracting Authority indicates a specific manufacturer (supplier) designation or a specific product in the description of the subject matter of the contract, it simultaneously permits equivalent products with functional parameters and quality characteristics at least at the level of those of the indicated product, thus accepting any product with the indicated or better parameters. 10. In every case where the Contracting Authority describes the subject matter of the contract by reference to standards, European technical assessments, approvals, technical specifications and technical reference systems, it permits solutions equivalent to those described. 11. In every case where a specific label or certificate referred to in Articles 104 and 105 of the Pzp is used in the SWZ or procurement documents, the Contracting Authority also accepts all other markings confirming that the construction works, supplies or services meet equivalent requirements. 12. In cases where the Contractor, for reasons beyond its control, is unable to obtain the label or certificate specified by the Contracting Authority confirming that the construction works, supplies or services it offers meet equivalent requirements, the Contracting Authority shall, within a time limit set by it, accept other means of evidence, in particular the manufacturer’s technical documentation, provided that the Contractor proves that the construction works, supplies or services it offers meet the requirements of the specified marking or the specific requirements indicated by the Contracting Authority. THE REMAINING INFORMATION IS CONTAINED IN THE SWZ 1) The subject matter of the contract for Lot I of the procedure is the supply of 10 computer sets (laptop with bag, monitor, keyboard, mouse), described in detail in Annex No 1a to the SWZ – Description of the subject matter of the contract for Lot I of the procedure. 2) Lot I of the procedure is financed from the funds of the project entitled “Economic Marketing of the Lubelskie Voivodeship III”, co-financed by the European Regional Development Fund under the European Funds for Lubelskie 2021-2027 Programme, implemented for the Powiatowe Biura Biznes Lubelskie. 3) The Contractor shall deliver the Equipment within 30 days from the date of conclusion of the Contract. 4) The Contractor is obliged to: deliver the Equipment constituting the subject matter of the contract: to the building of the Marshal’s Office in Lublin, ul. Artura Grottgera 4, 20-029 Lublin; on its own, at its own cost and risk; during the Contracting Authority’s office hours, i.e. from 7.30 to 15.30 on Working Days. 5) The Contractor is obliged to: deliver the Equipment together with the following prepared in Polish: warranty cards, operating instructions and other documents necessary to put the equipment into use, or indicate the manufacturer’s publicly accessible website containing the latest available versions of the instructions/documentation. If the operating instructions/documentation are not available in Polish, the Contracting Authority will accept instructions/documentation in English, together with all accessories comprising the complete sales set. 6) The Contractor shall provide a warranty of at least 36 months for the delivered subject matter of the contract. The maximum warranty period for the delivered Equipment taken into account in the evaluation of tenders is 60 months. The warranty period provided by the Contractor constitutes one of the tender evaluation criteria in this procedure. 7) The description of the subject matter of the contract for Lot I of the procedure constitutes Annex No 1a to the SWZ. 1) The subject matter of the contract for Lot II of the procedure is the supply of 10 tablets with accessories (keyboard, stylus, charger), described in detail in Annex No 1b to the SWZ – Description of the subject matter of the contract for Lot II of the procedure. 2) Lot II of the procedure is financed from the funds of the project entitled “Economic Marketing of the Lubelskie Voivodeship III”, co-financed by the European Regional Development Fund under the European Funds for Lubelskie 2021-2027 Programme, implemented for the Powiatowe Biura Biznes Lubelskie. 3) The Contractor shall deliver the Equipment within 14 days from the date of conclusion of the Contract. 4) The Contractor is obliged to deliver the Equipment constituting the subject matter of the contract to the building of the Marshal’s Office in Lublin, ul. Artura Grottgera 4, 20-029 Lublin, on its own, at its own cost and risk, during the Contracting Authority’s office hours, i.e. from 7.30 to 15.30 on Working Days. 5) The Contractor is obliged to deliver the Equipment together with all accessories comprising the complete sales set included in the OPZ. 6) Minimum warranty for the iOS system: 12 months; for the ANDROID system: 24 months. 7) The description of the subject matter of the contract for Lot II of the procedure constitutes Annex No 1b to the SWZ.
