1. The subject of the contract is the preparation of comprehensive design documentation and, on its basis, the construction of a fiber-optic connection to the building of the optical satellite station and terrestrial quantum communication facility in Kąkolewo under the “design and build” formula. 2. The purpose of constructing the fiber-optic connection is to connect the station facility, planned for construction on the premises of the airport in Kąkolewo (cadastral plot number 391/33, precinct: Kąkolewo, municipality of Grodzisk Wlkp.), with the Technical Rooms Building of the Polish Optical Internet Research Center in Poznań (ul. Jana Pawła II 10). The basic technical infrastructure of the fiber-optic connection will consist of an underground HDPE40/3.7 cable conduit together with an A-DQ2Y fiber-optic cable (equivalent to Z-XOTKtsd) placed inside it, with dry core sealing and containing optical fibers, as described in detail in the functional and utility program (PFU). The subject of the contract includes: 1) preparation of the technical concept for the task; 2) preparation of comprehensive design documentation for the subject of the contract in accordance with the requirements contained in the functional and utility program (PFU); 3) delivery of all materials and equipment necessary for the performance of the subject of the contract (except for the fiber-optic cable and multi-fiber optical connectors, as well as fiber-optic pigtails and adapters, which the contracting authority will supply to the contractor no later than 30.09.2028); 4) construction, on the basis of documentation accepted by the contracting authority, of underground sections of the cable conduit; 5) laying a locating cable and warning tape along the infrastructure constructed directly in the ground; 6) installation of cable storage chambers together with marking and measuring posts along the route of the aforementioned cable conduit; 7) construction of a cable chamber on the existing cable conduit; 8) laying the fiber-optic cable: a. in the new cable conduit, b. in the existing (including partially occupied) cable conduit, c. in the existing cable duct system (in an additional HDPE32/2.9 pipe); 9) leaving technological reserves of fiber-optic cable in cable chambers and storage chambers and in buildings; 10) construction of in-line fiber-optic splices; 11) routing and terminating the fiber-optic cable in buildings; 12) laying multi-fiber optical connectors in the CBPIO building in Poznań; 13) preparation of as-built documentation together with fiber-optic measurements (reflectometric and transmission measurements). 3. The subject of the contract must be performed on the basis of, within the scope of, and in accordance with the requirements presented in the functional and utility program (PFU), contained in Part IV of the SWZ. The assumptions and guidelines presented in the PFU constitute the basis for the contractor to prepare the detailed design documentation included in the subject of the contract. The contracting authority permits the possibility of changes to the indicative route of the connection specified in the PFU, resulting from the technical and formal-legal analysis of the feasibility of the construction works carried out at the design documentation preparation stage. In the event of discrepancies arising during the performance of the subject of the contract in relation to the assumptions presented in the PFU, the contractor will not claim entitlement to additional remuneration. The contracting authority emphasizes that the parameters presented in the PFU are estimated values, and the final values will be determined on the basis of the design documentation prepared by the contractor. 4. The remaining requirements concerning the subject of the contract and the contractor’s obligations are specified in the model contract constituting Part III of the SWZ. 5. The warranty period will be calculated from the date on which the final acceptance protocol for the subject of the contract is drawn up. 6. Due to the specific nature of the subject of the contract, the contracting authority recommends that, before submitting a tender, the contractor conduct a site visit in the area designated by the contracting authority for construction of the connection and its surroundings, in order to become acquainted with the specific characteristics of the location and the conditions for performing the subject of the contract, which are useful for preparing the tender and performing the subject of the agreement. The contractor will conduct the site visit at its own expense. Participation in a site visit is not a condition for participation in the procedure. The contracting authority informs that the site visit may take place during the contracting authority’s working hours, i.e. Monday to Friday, from 9:00 to 17:00, excluding statutory public holidays. A contractor wishing to conduct a site visit is required to comply with the rules and regulations applicable on the contracting authority’s premises and in its facilities. Since participation in a site visit is not mandatory, the provisions of Article 226(1)(18) of the Pzp Act do not apply. Procedure: open.
