Poland – Construction supervision services – Service of acting as Substitute Investor for the investment entitled “Adaptation of the historic Metal Rolling Mill building together with development of the surroundings”

Opportunity description

The subject of the contract is the comprehensive provision of Substitute Investor services for the project “Adaptation of the historic Metal Rolling Mill building together with development of the surroundings”, comprising: • preparation and conduct of public procurement procedures for the selection of the General Contractor for construction works under the “design and build” formula, • Conduct of other related procedures connected with the above-mentioned project, e.g. for preparation of a technical expert opinion on the building, performance of geological surveys, conduct of a vegetation inventory, performance of additional works, • management of the investment preparation and implementation process, • supervision over the proper performance of the contract concluded with the General Contractor and bringing the investment to completion, obtaining the required acceptances, • settlement of the investment, including settlement of the project co-financed under the FESL programme. As part of the service, the Contractor (Substitute Investor) shall ensure the organisation and operation of multi-discipline investor supervision by appointing investor supervision inspectors possessing the required qualifications and experience in the required specialities, as well as coordinating their work. The inspectors perform activities in accordance with the provisions of law and the provisions of the works contract. Decisions resulting in the creation of financial liabilities, a change in the material scope of the investment or a change in key implementation deadlines shall be made exclusively by the Contracting Authority. In this regard, the Substitute Investor prepares analytical materials, recommendations and draft decisions, and documents arrangements and determinations.
