Opportunity description
The task entitled “Construction of the 220 kV Busbar Bridge and the 400 kV Busbar Bridge at the Połaniec 400/220 kV Substation for the purpose of connecting MEE and OZE” comprises two investment activities at the Połaniec 400/220 kV Substation consisting of: 1. Extension of the 220 kV switchgear by bay No. 15 together with the construction of the 220 kV Busbar Bridge. 2. Extension of the 400 kV switchgear by bay No. 7 together with the construction of the 400 kV Busbar Bridge. Performance of the Contract requires the construction of new structures and the reconstruction of existing structures, as well as the execution of the remaining scope described in the PFU. In each and every case in which the Contracting Authority describes the subject matter of the contract by reference to standards, technical assessments, technical specifications and technical reference systems referred to in Article 101(1)(2) and (3) of the Act, the Contracting Authority permits solutions equivalent to those described, provided that they allow characteristics or parameters no worse than those referenced to be achieved. The above means that the contractor may apply the solutions described by the Contracting Authority “or equivalent”. Pursuant to Article 101(5) of the Act, a Contractor who invokes solutions equivalent to those described by the Contracting Authority is obliged to demonstrate that the supplies, services or construction works offered by it meet the requirements specified by the Contracting Authority, provided that the Contractor proves in the tender, in particular by means of the subject-matter evidence referred to in Articles 104–107 of the Act, that the proposed solutions meet the requirements specified in the description of the subject matter of the contract to an equivalent degree. The subject matter of the contract is the construction of 220 kV and 400 kV busbar bridges for connecting MEE to the Połaniec 400/220 kV Substation.
