Poland – Construction work – Construction of a pavilion for the Specialist Outpatient Care clinic in order to improve the quality of and access to healthcare services in AOS clinics and relieve the burden on hospital treatment under a design-and-build formula

Opportunity description

The contract constitutes construction work within the meaning of the definition in the Public Procurement Law and covers the construction of a pavilion for the Specialist Outpatient Care clinic in order to improve the quality of and access to healthcare services in AOS clinics and relieve the burden on hospital treatment. A detailed description of the subject matter of the contract is contained in the OPZ documentation (Functional and Utility Program (PFU) with attachments) and in the DRAFT CONTRACT – constituting attachments to the SWZ. The description of the subject matter of the contract and the contract take into account: 1) Social aspects - the social effect that can be achieved under the contract is improved access to healthcare services, elimination of architectural barriers, and ensuring the accessibility of the facility for persons with special needs, including persons with disabilities, elderly patients, and children. The investment will also contribute to improving the comfort of patients and hospital staff and reducing waiting times for medical services. Included within the scope of the preparation of the PFU and the design and construction documentation, particularly with regard to universal design, user information systems, circulation solutions, and the organization of space accessible to all users. • Requirement to apply the principles of universal design and architectural accessibility in accordance with Article 100 of the Pzp Act, including adapting the facility to the needs of persons with disabilities. The PFU provides, among other things, for the elimination of architectural barriers, appropriate organization of circulation routes, accessible sanitary facilities, a queue management system, telemedicine solutions, and spaces adapted to the needs of patients and staff. • The Contracting Authority also requires that persons performing construction work be employed under an employment relationship in accordance with Article 95 of the Pzp Act. Requirements related to the performance of the contract concerning the employment by the contractor or subcontractor, under an employment relationship, of persons performing activities specified by the Contracting Authority in connection with the performance of the contract, where the performance of those activities constitutes work performed in the manner specified in Article 22 § 1 of the Act of 26 June 1974 – Labour Code (Journal of Laws of 2019, items 1040, 1043 and 1495) – cover the following types of activities: manual work, office and administrative work, and the work of operators of specialist equipment and technical devices necessary to perform the contract. The Contracting Authority permits the employment contract requirement not to apply to the Construction Manager and designers operating as sole proprietors. Detailed requirements concerning the implementation and enforcement of the employment relationship requirement are specified in the draft contract constituting an attachment to the SWZ. 2) Environmental aspects - the environmental effect that can be achieved under the contract: reducing energy and utility consumption and decreasing the facility’s environmental impact through the use of modern, energy-efficient installation and technical solutions. Included within the scope of the preparation of the PFU and the design and construction documentation, particularly concerning mechanical ventilation systems, air conditioning, energy-efficient lighting, sanitary systems, and the facility’s technical infrastructure. • The Contracting Authority provides for the application of requirements related to environmental protection and energy efficiency in accordance with Article 96(1) of the Pzp Act. The PFU provides for the use of solutions that reduce energy consumption and increase the facility’s operational efficiency, including energy-efficient systems and technical equipment. The design documentation will take into account the applicable regulations concerning environmental protection, waste management, and the energy efficiency of buildings. The Contracting Authority provides for the use of solutions minimizing operating costs and the investment’s environmental impact throughout the facility’s entire life cycle. 3) Innovative aspects - the economic (innovative) effect that can be achieved under the contract: development of modern medical and digital services through the creation of infrastructure for telemedicine, remote patient service systems, and the modern organization of outpatient services. Included within the scope of the preparation of the PFU and the design and construction documentation covering ICT solutions, communication systems, a queue management system, telemedicine infrastructure, and modern technical equipment for the facility. • The Contracting Authority provides for the use of innovative and functional solutions in accordance with Article 96(1) of the Pzp Act, covering modern medical, ICT, and organizational technologies. The PFU provides for the creation of telemedicine workstations, a Call Center, a queue management system, and infrastructure enabling medical services to be provided remotely. The Contracting Authority provides for the use of modern functional, installation, and ICT solutions improving work organization, access to services, and the quality of patient service. The procedure has not been divided into parts (lots) due to the homogeneous and indivisible nature of the contract for technical and organizational reasons. Procedure: open.
