1. The subject of the contract is construction work consisting in the implementation of the investment project entitled “Construction of the EC-Koszyce II cogeneration source in Piła”. 2. The project referred to above includes the execution of construction work consisting in the construction of a combined heat and power plant using high-efficiency cogeneration technology based on gas reciprocating engines with heat recovery, together with the necessary infrastructure, with a total thermal capacity of 5.2 MWt and a total electrical capacity of 5.25 MWe, and the construction of a gas-fired hot-water boiler with a thermal capacity of 5 MWt, under a “design and build” formula, together with accompanying works and other costs arising from the design and implementation procedure, arrangements, clashes, etc., including the preparation/execution of: 2.1. complete design documentation in accordance with the functional and utility programme and obtaining all necessary approvals and permits; 2.2. construction work in accordance with the design and the principles of technical knowledge; 2.3. as-built documentation. 3. As part of the implementation of the investment covered by the subject of the contract, it is necessary to: 3.1. prepare technical documentation, which should contain: a) construction, technical and detailed designs; b) technical specifications for the execution and acceptance of construction work; c) a quality assurance programme; d) a schedule for the execution of construction work. 3.2. obtain all legally required arrangements, opinions, derogations, permits and approvals of the documentation, and obtain a building permit (if required). 4. Both the generating units and the boiler will constitute separate generation sources; it will therefore be necessary to construct individual network infrastructure enabling the transmission of thermal energy to the municipal network on the premises of the EC-Koszyce heating plant belonging to MEC Piła Sp. z o.o. The combined heat and power plant will operate in a cogeneration system fuelled by GZ-50 natural gas, mainly during the heating season. 5. The Contracting Authority does not stipulate that the Contractor must personally perform the key tasks. 6. A detailed description of the subject of the contract is contained in the Functional and Utility Programme and in the technical documents—the construction design together with the building permit decision and the connection conditions—which constitute an integral part of the Specification—Appendix No 2 to the SWZ. 7. The functional and utility programme constitutes guidelines for preparing the design documentation, determining the planned costs of the work and carrying out the construction work. Procedure: open.
