Opportunity description
1. The subject matter of the contract is the reconstruction and extension of the bus station in Mielec in order to adapt it to serve as a transport interchange. 2. The Contracting Authority envisages awarding contracts consisting of the repetition of similar construction works referred to in Article 214(1)(7) of the Public Procurement Law, up to a net amount of PLN 8,744,746.57. 3. Pursuant to Article 95(1) of the Public Procurement Law, the Contracting Authority requires the Contractor, subcontractor or further subcontractor to employ, under an employment relationship, persons performing work covered by the subject matter of the contract and specified in the description of the subject matter of the contract, including manual work, if the performance of these activities constitutes the performance of work within the meaning of the provisions of the Act of 26 June 1974, the Labour Code. 4. The Contracting Authority permits performance of the contract with the participation of subcontractors. The Contracting Authority requires the Contractor to indicate in the Tender Form the parts of the contract whose performance the Contractor will entrust to subcontractors and to provide the names of any subcontractors, if already known. 5. The time limit for performance of the contract is 18 months from the date of conclusion of the contract. 6. The Contracting Authority envisages applying the so-called reverse procedure referred to in Article 139(1) of the Public Procurement Law, i.e. the Contracting Authority will first examine and evaluate the tenders and then assess the eligibility of the Contractor whose tender received the highest score with regard to the absence of grounds for exclusion and fulfilment of the conditions for participation in the procedure. 7. The Contracting Authority does not envisage an electronic auction. 8. The Contracting Authority does not envisage the submission of a tender in the form of electronic catalogues. 9. The Contracting Authority is not conducting the procedure for the purpose of concluding a framework agreement. 10. The Contracting Authority does not reserve the possibility of applying for the award of the contract exclusively to Contractors referred to in Article 94 of the Public Procurement Law. 11. The Contracting Authority does not divide the contract into lots. 12. The Contracting Authority does not envisage the submission of variant tenders. 13. The subject matter of the contract is the reconstruction and extension of the bus station in Mielec in order to adapt it to serve as a transport interchange. 2. Characteristics of the subject matter of the contract. The subject matter of the contract includes, inter alia: 1) extension and reconstruction of the bus station building, 2) construction of two commercial and service buildings, 3) construction of temporary structures (a container facility serving as a bus station, together with a platform shelter and 14 bus platforms) for the duration of the project, 4) construction of twenty bus platforms together with the construction of two platform shelters and three bus stop shelters, 5) extension and reconstruction of the bus parking area, 6) extension and reconstruction of the passenger car parking area, 7) extension and reconstruction of the system of internal roads, cycle routes and pedestrian routes, 8) construction of water supply, electrical power and telecommunications networks, 9) construction of an electrical power connection and reconstruction of sanitary sewer and stormwater sewer connections, 10) construction of external water supply, sanitary sewer, stormwater sewer installations with two sets of sealed rainwater tanks, electrical power installations and telecommunications installations, 11) construction of small architectural structures, 12) demolition of the platform shelter and demolition of the commercial and service building (kiosk), 13) extension and reconstruction of pedestrian and cycle routes, extension of the stormwater sewer network together with road gullies, reconstruction of water supply networks, reconstruction of electrical power networks together with street lighting, and extension and reconstruction of the district heating network, 14) obtaining an occupancy permit decision.
