Opportunity description

1. The subject of the contract is the preparation of construction and detailed design documentation and the performance of construction and installation works under a design-and-build formula, on the basis of which it will be possible to carry out the construction both in formal and legal terms and in technical terms, and to perform the works in accordance with that design documentation for the project GPZ Młode Miasto – replacement of HV/MV transformers. 1.1. The scope of the construction and installation works includes: 1.1.1. replacement of two HV/MV transformers with 50 MVA units, 1.1.2. replacement of MV cable bridges, 1.1.3. adaptation of the MV switchgear to the increased load, 1.1.4. adaptation of the station’s telemechanics and EAZ equipment. 2. The Contracting Authority requires that the subject of the contract be performed exclusively using (regardless of the manner or scope of its use) software, materials, products or equipment originating: 2.1. from Member States of the European Union or 2.2. from third countries that are parties to the World Trade Organization Agreement on Government Procurement or other international agreements to which the European Union is a party, guaranteeing access to the public procurement market on the basis of reciprocity and equality, with origin being determined in accordance with Article 60(1) and (2) of Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013 laying down the Union Customs Code. 3. A detailed description of the subject of the contract is contained in the functional and utility program together with supplementary information to the functional and utility program (hereinafter jointly referred to as the functional and utility program” or “PFU”), constituting Annex No 14 to the SWZ. The Contracting Authority requires that the subject of the contract be performed in accordance with the guidelines (Annex No 17 to the SWZ) and instructions specified in this documentation, as well as the standards annexed to the SWZ (Annex No 18 to the SWZ) and the draft contractual provisions (Annex No 15 to the SWZ). 4. Scope of the investment project and sequence of work performance: 4.1. Stage I – preparation of construction and detailed design documentation, also referred to as the “Design Documentation” or “Documentation; 4.2. Stage II – performance of construction and installation works, consisting of: 4.2.1. Stage II a – purchase, delivery and placement of the HV/MV transformers at the position and performance of post-installation tests. Placement shall mean: unloading and positioning the HV/MV transformers at the position, which constitutes an element of the subject of the contract. 4.2.2. Stage II b – performance of construction and installation works (including installation of the transformers and all other materials and costs related to contract performance). Installation of the transformers shall mean: connecting the transformers into their final configuration suitable for energization. 5. As part of the individual stages of the contract, the Contractor shall prepare the Design Documentation and perform construction and installation works for the replacement of the HV/MV transformers at the GPZ Młode Miasto station. 6. All deliveries shall include unloading and loading, carried out using the Contractor’s resources and at the Contractor’s expense, as well as transport organized by the Contractor. 7. The Contracting Authority reserves the right to continuously inspect the transformers’ source of origin (manufacturer). 8. The Contractor shall provide the Contracting Authority with a warranty under the terms described in Annex No 15 to the SWZ. 1.
