1. The subject of the contract is the design and construction of Transport Interchange Centres in the Municipality of Bytom, divided into lots. 2. The subject of the contract is divided into lots: 1) Lot 1 Construction of the Bytom Transport Interchange Centre at the Plac Wolskiego location 2) Lot 2 Construction of the Bytom Transport Interchange Centre at the location - Karb 3. The project referred to in paragraph 2 is co-financed by the European Union under the European Funds for Infrastructure, Climate, Environment Programme 2021-2027. Priority FENX.03 Urban transport, Measure FENX.03.01 Urban transport. Details of the contract are provided in the SWZ and the annexes to the SWZ. 4. The public contract is included in the 2026 procurement procedure plan published in the Public Procurement Bulletin on 14.04.2026 under No 2026/BZP 00034354/04/P - item 2.1.1 5. Information on means of electronic communication 6.1. By registering, the Contractor accepts the regulations governing use of the Platform. 6.3 Pursuant to § 11 paragraph 2 r.d.e., the Contracting Authority provides below information on the specifications, connection, format of transmitted data, and encryption and time-stamping of data transmission and receipt. Technical requirements related to use of the Platform: 6.3.1 permitted web browsers: current versions of a) Internet Explorer b) Google Chrome c) Mozilla Firefox 6.3.2 Opera other technical requirements: a) Internet access b) browser support for the XMLHttpRequest-ajax protocol c) JavaScript enabled d) recommended Internet connection speed above 500 KB/s e) Acrobat Reader installed f) Java runtime environment installed – current version of Java SE Runtime Environment 6.3.3 solutions provided by the following companies are supported: a) Polskie Centrum Certyfikacji Elektronicznej Sigillum Polskiej Wytwórni Papierów Wartościowych S.A. b) Centrum Obsługi Podpisu Elektronicznego Szafir Krajowej Izby Rozliczeniowej S.A. c) Powszechne Centrum Certyfikacji Certum firmy Asseco Data Systems S.A. d) Kwalifikowane Centrum Certyfikacji Kluczy CenCert firmy Safe Technologies S.A. e) Certum Kwalifikowane EuroCert 6.4 The maximum size of files transmitted via the Platform is 150 MB. It is recommended that larger files be compressed into a single archive file (ZIP) so as not to exceed the above-mentioned size. The Contracting Authority states that, based on the provisions of point 4 of Annex No 2 to the Regulation of the Council of Ministers on the National Interoperability Framework, minimum requirements for public registers and the electronic exchange of information, and minimum requirements for ICT systems, compression of an archive file in RAR format is not permitted. If an attempt is made to use the RAR compression format, submission via the Platform will not be possible. 6.5 Permitted formats of transmitted data: The Contracting Authority specifies .pdf as the format for statements or documents transmitted by the Contractor using electronic means of communication. However, the Contractor may prepare documents and statements in any other format specified in the Regulation of the President of the Council of Ministers of 27 June 2017 on the use of electronic means of communication in public procurement procedures and the provision and storage of electronic documents. 6.6 Encoding and indication of the data transmission time: the time is recorded in the format YYYY MM-DD HH:MM:SS. 6.7 The encrypted HTTPS protocol is used for the connection. Data are encrypted using the SSL protocol. The SSL certificate ensures the confidentiality of data transmitted over the Internet. 6.8 In correspondence addressed to the Contracting Authority, Contractors should use the number of this procedure. 7. Before initiating the procedure, the Contracting Authority did not conduct preliminary market consultations. 8. The subject of this contract forms part of a larger investment project involving the construction of three transport interchange centres together with accompanying infrastructure in the Municipality of Bytom. This project (divided into two lots) is additionally being implemented under two separate procedures, successively depending on the financial resources held (or obtained). In this procedure. The Contracting Authority permits the submission of tenders for the following lots: 8.1 Lot 1 Construction of the Bytom Transport Interchange Centre at the Plac Wolskiego location 8.2 Lot 2 Construction of the Bytom Transport Interchange Centre at the location - Karb 9. The Contracting Authority does not provide for variant tenders. 10. The Contracting Authority does not require the tender to be submitted in the form of an electronic catalogue. 11. The Contracting Authority envisages awarding contracts consisting in the repetition of similar services - Article 214 paragraph 1 point 7 Pzp. 12. The Contracting Authority is conducting the procedure independently. 13. The notice does not concern a contract for social and other specific services. 14. The Contracting Authority specifies performance or functional requirements in accordance with Article 101 paragraph 1 Pzp. 15. The Contracting Authority has taken into account accessibility for disabled persons in accordance with Article 100 paragraph 1 Pzp. 16. The Contracting Authority does not provide for options or renewals. 17. The Contracting Authority does not specify labels in accordance with Article 104 Acts 1.
