Energy modernization of healthcare infrastructure in the Lubuskie Voivodeship (STAGE I), thermal modernization of the buildings of Wielospecjalistyczny Szpital Wojewódzki w Gorzowie Wlkp. Sp. z o.o. A detailed description of the subject matter of the contract is contained in the OPZ documentation (Functional and Utility Program (PFU) with attachments) and the DRAFT CONTRACT—which constitute attachments to the SWZ. The description of the subject matter of the contract and the contract take into account: 1) Article 100 of the Pzp: The Contracting Authority’s objective is to improve the comfort, safety, and accessibility of healthcare infrastructure for all users of the facility, in particular patients, medical staff, and persons with special needs, by carrying out the investment in accordance with the principles of universal design and accessibility referred to above. The contract is also intended to limit the inconvenience caused by the work for users of the facility and to minimize the risk of patients and staff being exposed to asbestos fibers. Determination of the expenditure required to achieve the indicated effect: included within the scope of the PFU study. Method of incorporating the given social aspect into the contract: • inclusion of accessibility requirements for persons with disabilities and design intended for all users in accordance with Article 100 of the Pzp Act, • application of solutions improving the comfort of patients and hospital employees, • construction and modernization of accessibility features, including ramps and circulation routes for persons with special needs, • performance of the work in a manner minimizing inconvenience to patients and hospital staff, • application of solutions limiting the risk of asbestos fiber emissions and the impact of the work on the health safety of users, • ensuring the uninterrupted operation of hospital wards during implementation of the investment, • requirement that the contractor or subcontractor employ persons performing construction work under an employment relationship in accordance with the provisions of the Labor Code. 2) Article 96 and Article 101(1) of the PZP Act: The Contracting Authority’s objective is to limit the environmental impact of the investment by applying solutions that increase the energy efficiency of the buildings, reduce the consumption of energy and utilities, and minimize pollutant emissions and energy losses throughout the investment’s life cycle. The environmental aspect was incorporated into the PFU by specifying requirements concerning: • thermal modernization of the buildings, including insulation of façades and flat roofs and replacement of window and door joinery, • application of insulation materials improving the energy performance of building partitions, • use of renewable energy sources, including a photovoltaic installation and an energy storage facility, • application of an energy management system, • use of solutions for recovering waste heat from the medical waste incinerator and process installations, • modernization of the district-heating infrastructure to reduce heat losses, • application of solutions limiting the risk of asbestos fiber emissions, • application of materials and technical solutions with increased durability and reduced operating costs. The innovative effect will be achieved through the application of modern technical, technological, and installation solutions enabling the optimization of operating costs, an increase in energy efficiency, and the automation and monitoring of the facilities’ technical infrastructure. The innovative aspect was incorporated into the PFU by specifying requirements concerning: • application of an energy management system, • use of waste heat recovery installations, • application of an automatic waste-heat boiler cleaning system, • use of monitoring and control systems and measurement and control devices, • application of modern process installations and building automation, • application of devices and solutions limiting energy losses and operating costs, use of solutions improving the energy efficiency of hospital infrastructure. If the description of the subject matter of the contract refers to standards, technical assessments, technical specifications, and technical reference systems referred to in Article 101(1)(2) and (3) of the PZP Act, the Contracting Authority permits solutions equivalent to those described, and such reference is accompanied by the word “equivalent.” The Contracting Authority imposes on Contractors the obligation to conduct a site visit at the location of the planned construction work.
