Opportunity description

The subject of this contract is the design and execution of the Investment entitled: “Reconstruction of the Wastewater Treatment Plant in Paczków.” The subject of the contract includes the comprehensive implementation of the Investment, in particular: a) preparation of complete design documentation, obtaining all necessary administrative decisions, opinions and approvals required by law, including, inter alia, a building permit and (if applicable) an update of the water-law permit; b) execution of all Construction Works and deliveries of machinery and equipment in accordance with the approved design documentation and PFU; c) exercising author’s supervision during the execution of the construction works; d) carrying out the full Commissioning and Trial Operation (Operational Test) process, together with confirmation that the Control Parameters and Environmental Effect have been achieved; e) obtaining, on behalf of the Contracting Authority, a final occupancy permit decision; f) providing a Warranty under the terms specified in the contract; g) providing Service (Service Support) for a period of 12 months from the date of signing the Final acceptance protocol for the Construction Works; Implementation of the investment in a floodplain. The scope of the contract also includes the Service, under the conditions specified in the PFU. Following the flood that occurred in 2024, the technical condition of the existing treatment plant prevents its normal operation. The treatment plant is currently operating in a temporary configuration. The treatment plant requires urgent reconstruction, taking into account its location in a floodplain. Based on the requirements contained in the PFU, what is in practice a new wastewater treatment plant with advanced mechanical and biological treatment, sludge management, power supply, control and monitoring systems must be designed, constructed and brought to the required environmental effect. Meeting the location requirements for the reconstruction of the wastewater treatment plant in Paczków necessitates the design and execution of demolition works and technological facilities with parameters ensuring proper operation and structural durability in the event of a possible flood and stormwater inflows that destabilize the operation of the treatment plant, also taking into account the complex ground conditions described in the PFU. The design documentation prepared by the Contractor, prior to obtaining the building permit and at the technical design stage, is subject to approval by the Contracting Authority. The Contractor shall attach to the PAB design a list of the proposed equipment containing the name of the Manufacturer and the basic technical parameters relating to capacity, power and materials, in accordance with the requirements specified in the PFU. After constructing and commissioning the treatment plant, the Contractor shall be required to document the required process guarantees specified in the PFU. In the tender, the Contractor shall calculate the provision, for a period of 1 year, of full and free warranty service, including inspections (together with materials, wear parts, lubricants, etc., comprising the complete requirements) required by the Equipment Suppliers to maintain the warranty. A detailed Description of the subject of the contract is presented in Part III of the SWZ and also follows from the PFU (Part II of the SWZ). The main requirements for performance of the subject of the contract are provided below. Due to the implementation of the contract under the “design and build” formula, the detailed parameters, technical specifications, communication protocols, cybersecurity certificates, and architecture of ICT systems and solutions will be subject to verification and approval by the Contracting Authority / Contract Engineer at the design documentation preparation stage and under the material submission procedure, in accordance with the provisions of the PPU.
