Opportunity description

The contract includes in particular: 1) The design and construction of the S12 expressway on the section from the Wieniawa junction (excluding the junction) to the Radom Południe junction (including the junction), on the section from approximately km 29+107 (according to the chainage in the decision on environmental conditions of 10 January 2023, ref. DOOŚ-WDŚOO.420.78.2021.KN.25) to approximately km 1+080 (according to the chainage in the decision on environmental conditions of 19 November 2024, ref. WOOŚ-II.420.70.2021.MBR.83) to the boundary of the plot of municipal road DG3506603W, with a cross-section of 2 carriageways with two traffic lanes and an emergency lane, together with engineering structures, accompanying infrastructure and traffic safety equipment, i.e. preparation of design, technical and as-built documentation based on the Contracting Authority’s requirements contained in the SWZ, 2) obtaining, in the name and on behalf of the Contracting Authority, all opinions, arrangements, permits, authorisations and administrative decisions required by law and necessary to design and implement the project, as well as an occupancy permit, 3) execution of works on the section from the Wieniawa junction (excluding the junction), from km 29+107 to approximately km 1+080, together with the Radom Południe road junction at the intersection with the existing S7 expressway and the provincial road, whereby in particular the following construction works must be designed and executed: a) construction of the expressway, b) reconstruction of existing roads where they conflict with the expressway, construction of roads other than the expressway in order to restore disrupted road connections and provide access to properties, construction of additional carriageways, c) infrastructure for pedestrians and cyclists, d) emergency crossings and emergency slip roads, entrances and exits to the motorway, e) technological lanes, f) engineering structures along the expressway and along roads intersecting with the expressway, g) a land drainage system, including equipment draining the road body: roadside ditches, stormwater drainage, pre-treatment equipment, retention reservoirs and other equipment, h) environmental protection equipment, in particular: acoustic protection, animal crossings, ecological culverts together with protective guiding fencing, motorway fencing, greenery, anti-glare screens, i) infrastructure for facilities by the motorway, including: power supply and lighting networks, water supply networks, wastewater treatment networks and equipment, stormwater drainage together with pre-treatment equipment, and other infrastructure, j) reconstruction of conflicting equipment and networks of the existing underground and above-ground infrastructure: telecommunications and power equipment, water supply networks, stormwater and wastewater drainage systems, gas networks, land drainage and hydrological equipment, and other infrastructure, k) demolition of structures conflicting with the project, including demolition of residential, utility and livestock buildings and accompanying infrastructure, l) demolition of existing surfaces, including: carriageways, pavements, m) a telecommunications network for the Contracting Authority’s needs, n) road lighting, o) traffic organisation, including road traffic safety equipment and temporary traffic organisation, p) Traffic Management System, q) cleaning and clearing existing land drainage equipment and receiving waters to ensure effective drainage of water from the road right-of-way, r) all Works arising from the need to connect the section to the existing transport system, together with its possible reconstruction and changes to traffic organisation resulting from the adopted solutions, including those arising from the need to connect to the adjacent expressway section at the Wieniawa junction and to construct the Radom Południe road junction at the connection with the existing S7 expressway and the provincial road, s) reinforcement of the subsoil and ensuring the stability of excavation and embankment slopes to an extent adapted to ground and water conditions, t) all other works that prove necessary to design and implement the project. The Contracting Authority stipulates that the Contractor must personally perform the key tasks, i.e. the pavement of the main route, including its production and placement, and the execution of the remaining pavement structure layers above the native soil (excavation) or embankment soil (embankment), excluding supplies of materials and services. With regard to the key tasks reserved for personal performance by the Contractor, the Contractor may not rely on the capacities of an entity providing resources, under the rules specified in Article 118(1) of the Pzp Act, in order to demonstrate fulfilment of the relevant conditions for participation in the procedure.
