Poland – Construction work – “Reconstruction of the Ponik fire lookout tower in the Dziadówki Forest District and the Choroń fire lookout tower in the Dębowiec Forest District” – preparation of complete design documentation and execution of construction works on its basis

Opportunity description

1) The subject matter of the contract is the preparation of complete design documentation, together with obtaining the opinions, arrangements and administrative decisions required by law, followed by the execution, on the basis of that documentation, of construction works involving the reconstruction of fire lookout towers. The Contracting Authority permits the submission of tenders for lots under the contract, i.e. the subject matter of the contract has been divided into two Parts: a) Part I – Reconstruction of the “Ponik” fire lookout tower in the Dziadówki Forest District, located on plot No. 290/11, cadastral district 0015-Ponik, task accounting No. 02-38-1.2-01; b) Part II – Reconstruction of the Choroń fire lookout tower in the Dębowiec Forest District for the task entitled: “Fire lookout towers – reconstruction”, task No. 02-38-1.2-02. 2) Description of the contract: Part I Reconstruction of the “Ponik” fire lookout tower in the Dziadówki Forest District, located on plot No. 290/11, cadastral district 0015-Ponik, task accounting No. 02-38-1.2-01 Part II Reconstruction of the “Choroń” fire lookout tower in the Dębowiec Forest District, located on plot No. 215/9, cadastral district 0001-Choroń, task accounting No. 02-38-1.2-02 The subject matter of the contract will be implemented under the “design and build” formula, and the detailed description of the subject matter of the contract is set out in the Functional and Utility Programme constituting Annex No. 10 to the SWZ – Part I and Annex No. 11 to the SWZ – Part II. The detailed scope of the contract is specified in the SWZ. Material scope of the subject matter of the contract: a) Design documentation together with the necessary arrangements, including, inter alia: • concept for the reconstruction of the lookout tower, • site development design, • architectural and construction design, • technical design, • detailed design, • BiOZ information, • bill of quantities, • investor’s cost estimate, • detailed technical specification for the execution and acceptance of construction works (SSTWiOR). b) Obtaining arrangements and permits, including, inter alia: • building permit, • Natura 2000 declaration, • information from the authority responsible for water management, issued by PGW Wody Polskie pursuant to the Agreement of 20.05.2024 concluded between the Ministry of Development Funds and Regional Policy and the President of PGW Wody Polskie – for investments that have not obtained a declaration of compliance with environmental objectives. The above does not constitute an exhaustive list. Furthermore, where permitted by the applicable regulations and with the consent of the Contracting Authority, it is possible to dispense with obtaining certain documents that may prove unnecessary during performance of the contract. c) Construction works involving the reconstruction of fire lookout towers: d) Notification to the competent construction supervision authority of the completion of construction, together with submission of the construction documentation and as-built documentation provided by the Contractor, will be carried out by the Contracting Authority. The scope of the technical/design documentation must comply with the applicable regulations. The number of individual documents to be submitted has been specified in the PFU. Proprietary names of materials and equipment must not be used in the design documentation, in accordance with Article 99(4) of the Pzp; only the expected minimum quality parameters and the required standard and appearance must be specified. The construction works must be described in the order corresponding to the technology used for their execution and grouped according to the types of work. If the description of the subject matter of the contract contains a reference to standards, European technical assessments, approvals, technical specifications or technical reference systems referred to in Article 101(1)(2) and Article 101(3) of the Pzp Act, the Contracting Authority permits equivalent solutions in accordance with Article 101(4) of the Pzp Act. e) The subject matter of the contract is divided into the following stages Stage I – preparation of the design solution concept and, following its acceptance by the Contracting Authority, subsequently the complete design documentation (accepted by the Contracting Authority), together with obtaining a final building permit decision or confirmation that there are no grounds for objecting to the submitted notification of works (if applicable). The Contracting Authority envisages verification of the design documentation by an external entity as part of an independent review. Stage II – execution of the construction works in accordance with the documentation. This stage also includes preparation of the work schedule, provision of designer’s supervision during implementation, and preparation of as-built documentation. The Contractor is required to provide the Contracting Authority on an ongoing basis with the key documents, decisions, consents and arrangements obtained during performance of the contract. Notification of completion of the works to the construction supervision authority is the responsibility of the Contracting Authority. Procedure: open.
