RECONSTRUCTION OF THE WASTEWATER TREATMENT PLANT IN NYSA III.1. PURPOSE OF THE PLANNED INVESTMENT 1. The investment in question consists of the reconstruction of the existing wastewater treatment plant in Nysa. Municipal wastewater (mixed domestic, industrial and stormwater) from the collective sewerage system of the Nysa agglomeration, covering the municipalities of Nysa, Otmuchów and Głuchołazy, as well as industrial and domestic wastewater delivered by sewage tanker trucks, is conveyed to the treatment plant. Treated wastewater is discharged into the Nysa Kłodzka River at km 59+810. The following technological facilities are located on the site: • main wastewater pumping station, • mechanical screen building, • three-chamber horizontal grit chamber, • kpv-x measuring channel with a Venturi flume, • sand drying beds, • radial primary settling tanks, • aeration chambers, • radial secondary settling tanks, • wastewater and sludge recirculation pumping station, • pumping station for “raw” and excess sludge and “own” sludge, • thickening of “raw” and excess sludge, • WKF machinery building with boiler room, • two enclosed digestion chambers, • digested sludge thickener with pumping station, • dewatered sludge storage area, • fuel and slag storage area, • sludge dewatering station, • gas tank, • gas flare, • “own” industrial water booster station, • main ancillary facilities building, • pipe culvert – covering of the Bielawski channel, • high-voltage switchgear with a transformer station for the mechanical section, • open earthen digestion chambers, • blower station, • WKF – “old wastewater treatment plant”, • receiving station for delivered wastewater. The treatment plant has separate process lines: 1) Wastewater line consisting of: a) mechanical treatment section, b) biological treatment section, c) chemical treatment stage, i.e. an installation for dosing reagents for sludge precipitation 2) Sewage sludge and fatty waste treatment line consisting of: a) three sand drainage beds b) raw sludge pumping station c) mixed sludge retention tanks/thickeners together with second-stage raw sludge centrifugal pumps, d) enclosed sludge digestion chambers, e) technical building (machinery building) for sludge management together with the sludge circulation and heating system f) two open digestion chambers (earthen tanks), g) centrifuge station for mechanical sludge dewatering, h) open storage area for dewatered sludge 3) Biogas cleaning, storage and utilization line consisting of: a) biogas collection in the WKF chambers b) two biogas desulfurization scrubbers using bog iron ore, a gas metering and compression station c) biogas tank with a capacity of V = 2000m3 d) biogas flare e) cogeneration/power generation unit Accompanying facilities: • social and technical building, • high-voltage switchgear building together with a transformer station, • process water pumping station, • receiving station for delivered wastewater, • oil-and-gas boiler room with a power generation unit. The investment provides for: 1) Demolition of the existing, technically worn-out and technologically obsolete facilities, i.e. the facilities of the mechanical wastewater treatment node, including the main wastewater pumping station, mechanical screen building, three-chamber horizontal grit chamber together with the sand beds and part of the open channel for mechanically treated wastewater, three tanks for raw and excess sludge (these tanks are in poor technical condition), the dewatered sludge storage area, WKF (facility taken out of service – a remnant of the “old wastewater treatment plant”) 2) Construction, in place of those being demolished, of new facilities incorporating modern technical solutions, i.e. a mechanical wastewater treatment node (consisting of a building in which screens for mechanical wastewater treatment will be installed, the main wastewater pumping station and sand separators – equipment replacing the sludge beds – and two grit chambers, one raw sludge tank and two excess sludge tanks, and a dewatered sludge storage facility) 3) Renovation and additional equipping of facilities intended for continued operation, i.e., equipping wastewater and sludge management facilities with modern technological equipment – pumps, mixers, sludge dewatering and transport equipment, wastewater aeration system, heat exchangers, boilers, control and monitoring system components; equipping them with installations for dosing lime, organic nutrient substances, oxygen and other chemical reagents in order to support biological and chemical wastewater treatment processes; renovation of structures, including the technical and administrative building, transformer station building and the remaining buildings and structures. 4) Construction of additional facilities improving the operating conditions of the entire facility. Implementation of the project does not introduce changes to the technological system for wastewater treatment and sewage sludge processing and will not change the designed capacity (size) of the treatment plant; only the method of stormwater management will change (it will additionally be retained in one of the existing primary settling tanks).
