1. The subject matter of the contract is the renovation of the district road (formerly provincial road No 366) and engineering structures at km 0+000 ÷ km 3+974 and at km 7+505 ÷ km 24+176, with a total length of 19 505 m (excluding the section: km 13+500 ÷ km 14+640).
Opportunity description
1. The subject matter of the contract is the renovation of the district road (formerly provincial road No 366) and engineering structures at km 0+000 ÷ km 3+974 and at km 7+505 ÷ km 24+176, with a total length of 19 505 m (excluding the section: km 13+500 ÷ km 14+640). 2. Due to the varying degree of pavement degradation and the parameters of the existing road, the following scope of works has been planned—in the order of their execution in the years 2026-2029: 1) STAGE I – at km 10+640 ÷ 12+010, Topolowa Street (Marczyce) – excluding the scope completed in 2025 under a separate task; 2) STAGE II – at km 14+640 ÷ 16+100 through Sosnówka, Miłków; 3) STAGE III – at km 7+505 ÷ 8+955 through Zachełmie and Podgórzyn (to the roundabout); 4) STAGE IV – at km 16+100 ÷ 17+803 through Miłków (to the roundabout); 5) STAGE Vm (bridge works) – at km 17+836, 17+863, Miłków (bridges over the Łomnica stream); 6) STAGE Vd (road works) – at km 17+910 ÷ 18+311 through Miłków (from the bridge structures); 7) STAGE VI – at km 12+010 ÷ 13+420 through Sosnówka; 8) STAGE VII – at km 18+311 ÷ 19+461 through Ścięgny; 9) STAGE VIII – at km 19+461 ÷ 24+184 through Ścięgny, Kowary; 10) STAGE IX – at km 8+955 ÷ 10+640 through Podgórzyn (from the roundabout); 11) STAGE X – at km 0+000 ÷ 3+974 through Piechowice. 3. The Contractor is obliged to carry out in parallel the stages agreed with the Contracting Authority in order to meet the deadline for completion of the subject matter of the contract (referred to in paragraph 1 of Section VI of the Specification of Contract Terms), while not causing conflicts with other road investments being carried out—in connection with the introduction of road traffic diversions. 4. The Contracting Authority requires Stage III, referred to in paragraph 2 point 3, to be the first stage in the performance of the subject matter of the contract. In order to maintain traffic flow and avoid transport paralysis in the area where the Stage III works referred to in paragraph 2 point 3 are being carried out, the Contracting Authority recommends that the Contractor carry out Stage III simultaneously with Stage II, referred to in paragraph 2 point 2. 5. It is not permissible to carry out two or more stages in parallel if this would disrupt the smooth flow of traffic in the area where the works are being carried out; in particular, it is not permissible to carry out Stage II, referred to in paragraph 2 point 2, in parallel with Stage IV, referred to in paragraph 2 point 4. 6. It is permissible to commence the next stage of works before the completion and acceptance of another stage (commenced earlier)—provided that stages commenced earlier must continue to be carried out in parallel with the new stage. The strategy for carrying out the individual stages of the works must not cause complete transport paralysis of built-up areas. The combination of successive stages must be organised in a manner ensuring smooth road traffic, taking into account the introduction of convenient, shortest possible diversions—in the event that works need to be carried out in sections with complete closure to traffic, should such a need arise. 7. A detailed description of the subject matter of the contract/scope of works necessary to be performed can be found in: 1) the Description of the subject matter of the contract, constituting Appendix No 5 to the SWZ (covering the entire task); 2) the design and technical documentation, constituting Appendix No 6 to the SWZ, comprising: technical documentation, approvals, permanent traffic organisation designs, technical specifications for the execution and acceptance of works, bills of quantities and tender cost estimates, as-built inventory concerning the partial Stage I works completed in 2025, as well as a description of the requirements concerning the manufacture, delivery and installation of information boards—with a breakdown by stages: c) for Stage I – Appendix No 6.1 to the SWZ; d) for Stage II – Appendix No 6.2 to the SWZ; e) for Stage III – Appendix No 6.3 to the SWZ; f) for Stage IV – Appendix No 6.4 to the SWZ; g) for Stage Vm (covering bridge works) – Appendix No 6.5.M to the SWZ; h) for Stage Vd (covering road works) – Appendix No 6.5.D to the SWZ; i) for Stage VI – Appendix No 6.6 to the SWZ; j) for Stage VII – Appendix No 6.7 to the SWZ; k) for Stage VIII – Appendix No 6.8 to the SWZ; l) for Stage IX – Appendix No 6.9 to the SWZ; m) for Stage X – Appendix No 6.10 to the SWZ. 8. The task entitled “Renovation of the district road (formerly provincial road 366) at km 0+000 ÷ km 3+974 and km 7+505 ÷ km 24+176, with a total length of 19 505 m (excluding the section from km 13+500 ÷ km 14+640)” is co-financed from the Government Road Development Fund. 9.
