1. Name of the contract: Extension and reconstruction of the building and its adaptation for cultural purposes, Włókniarz cinema-theatre - Revitalization of city areas. 2. The subject matter of the contract is: reconstruction, extension, vertical extension and adaptation of the former “Włókniarz” cinema-theatre together with its surroundings for cultural purposes. 3. Basic scope of works: - dismantling and demolition works, - construction of utility connections, - roof reconstruction, - construction of the façade - renovation of the elevation using conservation methods, - restoration of door joinery, - replacement of window joinery, - construction of a staircase together with a lift shaft, - reconstruction and extension of the dressing-room complex, - extension of the backstage facilities and multipurpose hall, - reconstruction of the concert hall, - extension and reconstruction of the basement, - installation of hydrant, central heating, water and sewage, electrical, low-voltage, fire alarm and access systems - installation of mechanical ventilation and air-conditioning systems, - installation of a photovoltaic system, - finishing and installation works, - delivery and installation of cinema, stage and sound equipment, - tree felling, compensatory planting, landscaping, - site development: construction of car parks, maneuvering roads and fire roads, installation of street furniture and site lighting. 4. Brief description of the facility. The facility is located at ul. Pr. I. Mościckiego 6 in Tomaszów Mazowiecki. On cadastral plots Nos. 271/1, 271/3 and 272 are the building of the former “Włókniarz” cinema-theatre covered by the contract, structures intended for demolition and a multi-family residential building. The investment site is subject to conservation protection. Pursuant to Order No. 368/2019 of the Mayor of the City of Tomaszów Mazowiecki, the facility covered by the study and the multi-family residential building at ul. Pr. I. Mościckiego No. 8 were included in the Municipal Register of Monuments of Tomaszów Mazowiecki. Furthermore, cadastral plots Nos. 271/1 and 272 were included in the conservation protection zone of the historic spatial layout - the city-center zone. The site is covered with trees and shrubs and is partially developed. To implement the investment objectives, a thorough change to the site development is planned for all plots covered by the study. Reconstruction, including a vertical extension in the backstage area, adaptation and extension of the existing cinema-theatre building have been designed. The multi-family residential building located on plot No. 272 – WITHOUT CHANGES. The construction of internal roads, including an internal fire road, connected to the existing exits from ul. T. Kawki, and circulation routes for users of the facility have been designed. 60 parking spaces, including two for persons with disabilities, and biologically active areas in the form of green spaces and lawns have been located within the plots concerned. As part of the felling of trees that conflict with the planned development, the felling of selected trees and compensatory planting have been designed. An enclosed solid-waste collection area has been designated. The construction of site utility infrastructure adapted to the planned extension and reconstruction has been designed. Power supply from a new connection under the conditions of the network operator. Water supply under the conditions of the network operator from the existing municipal water-supply network in ul. Pr. I. Mościckiego, through reconstruction along the route of the existing connection. Discharge of sanitary sewage into the municipal sanitary sewerage network under the conditions of the network operator, into the existing sewer in ul. Pr. I. Discharge of rainwater and snowmelt into the municipal stormwater sewerage network under the conditions of the network operator, into the existing storm sewer in ul. Pr. I. For the discharge of rainwater and snowmelt from internal roads and parking spaces, the construction of a system of sewer manholes with a sedimentation tank and a petroleum-substance separator has been designed. 5. INFORMATION ON THE CONDITIONS FOR PARTICIPATION IN THE CONTRACT AWARD PROCEDURE Regarding the economic or financial standing: The Contracting Authority will consider the condition fulfilled if the contractor demonstrates that it has financial resources or creditworthiness in an amount of no less than PLN 5,000,000.00 (five million Polish zlotys Polish zlotys).
