Poland – Construction work – Expansion of the 220/110 kV Recław substation for the connection of new facilities to the KSE

Opportunity description

1. The subject matter of the Contract is the expansion of the 220/110 kV Recław substation for the connection of new facilities to the KSE, i.e. the performance of all activities, including design work, formal and legal work, and construction work (including the purchase and delivery of Equipment and Materials), necessary for the installation of a bay at SE REC and the construction of the Busbar Bridge together with a dedicated protection building, as well as an element not directly related to the construction of the bridge, namely direct access to the substation site. The Busbar Bridge must be constructed in accordance with the guidelines for Busbar Bridges (Appendix No. 3 to Part II of the SWZ – Functional and Utility Program (hereinafter PFU). The Contractor shall be responsible for preparing complete construction documentation and detailed design documentation, obtaining the Building Permit and Occupancy Permit, carrying out the Works, ensuring defect-free acceptance, and preparing as-built documentation. 2. A detailed description of the subject matter of the contract is provided in Part II of the SWZ, Functional and Utility Program. 3. Under the Contract, the Contracting Authority provides for the possibility of exercising option rights. 4. Names and codes of the Common Procurement Vocabulary: 45100000-8, 45200000-9, 45300000-0, 45400000-1, 45500000-2, 71200000-0, 71300000-1, 71400000-2, 71500000-3 5. In each and every case in which the Contracting Authority describes the subject matter of the Contract by reference to standards, technical assessments, technical specifications, and technical reference systems referred to in Article 101(1)(2) and (3) of the Act, the Contracting Authority permits solutions equivalent to those described, provided that they make it possible to obtain characteristics or parameters no worse than those referenced. The above means that the Contractor may apply the solutions described by the Contracting Authority “or equivalent” solutions. 6. A Contractor relying on solutions equivalent to those described by the Contracting Authority is required to demonstrate that the supplies, services, or construction work it offers meet the requirements specified by the Contracting Authority. The use of equivalent solutions is conditional upon written approval by the Contracting Authority. Differences between the referenced standards and their equivalents must be described in detail by the Contractor and submitted to the Contracting Authority during the performance of the Contract for approval. 7. The Contracting Authority informs Contractors that a site visit is mandatory. Before submitting a tender, the Contractor must inspect the location where the work constituting the subject matter of the submitted tender will be performed and familiarize itself with the conditions for performing the contract and the obstacles present. Entry to the facility for the purpose of conducting the site visit requires the visit participants to be registered by duly completing Appendices Nos. 1, 2, and 3 to the Instructions for Granting and Supervising Entry Permits and Controlling the Movement of Materials and Vehicles on the Premises of PSE S.A. Electrical Substations and submitting them via the Procurement Platform (the “questions/information” tab), no later than 5 business days before the agreed visit date. Site visit location: SE RECŁAW is located in the locality of RECŁAW. In the case of Contractors jointly applying for the contract in question, the presence of one of them is sufficient. Pursuant to Article 226(1)(18) of the Act, the Contracting Authority shall reject a tender submitted without a site visit having been conducted or without inspection of the documents necessary for the performance of the contract that are available on-site at the Contracting Authority, where the Contracting Authority required this in the procurement documents. 1.
