Preparation of complete design documentation together with obtaining all administrative decisions necessary to carry out construction works and execution of works involving the construction of a water-drawing point, an underground tank together with a paved maneuvering area on the premises of the Opole Forest District, Krasiejów Forest Range, as part of the project entitled “Comprehensive project for the adaptation of forests and forestry to climate change – preventing, counteracting and limiting the effects of threats related to forest fires (PPOŻ2)”. The contract is being implemented as part of the project “Comprehensive project for the adaptation of forests and forestry to climate change – preventing, counteracting and limiting the effects of threats related to forest fires (PPOŻ2)”, co-financed by European Funds under the European Funds for Infrastructure, Climate and Environment Programme (FEnIKS 2021-2027). 1. The subject of the contract is the preparation of complete design documentation (hereinafter referred to as the documentation), together with obtaining the opinions, arrangements and administrative decisions required by construction law, and the execution, on its basis, of works involving the construction of a water-drawing point, an underground tank together with a paved maneuvering area in the Krasiejów Forest Range, compartment 263g, in accordance with the Functional and Utility Programme (Appendix No. 13). The purpose of constructing the facility is to improve forest fire safety. Pursuant to Article 91(2) of the PZP and recital 78 of Directive 2014/24/EU of the European Parliament and of the Council of 26 February 2014 on public procurement, public procurement, repealing Directive 2004/18/EC, the Contracting Authority informs that it is not dividing this contract into lots. This decision results from the nature and subject matter of the contract, which includes the design and execution of construction works under the “design and build” formula. Location of the water-drawing point to be constructed: Krasiejów Forest Range, cadastral plot No. 260/1, Opolskie Voivodeship, Opole County, Ozimek municipality, rural area, Grodziec precinct. 2. Requirements for the design and construction of the water-drawing point: Execution of construction works involving the delivery and installation of an underground tank with a minimum water reserve of 50 m3. This tank must be leak-tight and made of metal protected against corrosion inside and outside and protected against freezing. In order to protect against possible damage to the tank and other elements of the designed water-drawing point, it is necessary to secure this area in the form of an embankment. The design must include the hardening of the surface at water-drawing locations and the planning and construction of a maneuvering area measuring at least 20 x 20 m or a loop detour to the existing fire access road. Proprietary names of materials and equipment must not be used in the design documentation, pursuant to Article 99(4) of the PZP; only the expected minimum quality parameters and the required standard and appearance must be specified. The construction works must be described in an order consistent with the technology of their execution and grouped according to the types of works. 3. Preparation of the design documentation includes in particular: a) obtaining the complete set of designs, opinions, decisions and arrangements required by law and necessary to obtain a final and legally binding building permit decision in accordance with the Construction Law Act of 7 July 1994 (Journal of Laws 2025, item 418) (acting on behalf of the Contracting Authority), consisting of a plot or site development design and an architectural and construction design with BIOZ information concerning safety and health protection. In order to obtain the building permit, the Contractor is obliged to prepare design and technical documentation together with appendices, b) a technical design (PT) comprising detailed design documentation relating to site development, architecture, structure and all necessary internal and external installations, including in particular technical specifications for the execution of construction works (ST), c) bill of quantities (PR), d) investor’s cost estimate (KI), e) provision of Designer’s Supervision throughout the entire period of the construction works, f) the cost of obtaining the necessary permits and decisions shall be borne by the Contractor, and the Contracting Authority shall provide the necessary authorizations. 4.
