Opportunity description
1. The subject matter of the Contract is the execution of the following elements: Design and execution of works for the task entitled “Construction of a structure entitled: railway line No. 623 Fornale – Szczyrzyc on section I from km 0+042 to km 9+668, together with technical infrastructure along railway line No. 623 on the section from km 0+024 to km 9+934, and construction of a structure entitled: railway connecting line No. 628 Porąbka – Stróża on section K from km 0+000 to km 1+452, together with technical infrastructure along railway connecting line No. 628 on the section from km 0+000 to km 1+517”. The entire subject matter of the Contract includes the execution of the following elements: 1) Design documentation, including: a) preparation of the detailed design, b) preparation of as-built documentation, including geodetic as-built documentation, 2) and works within the scopes described in the OPZ and PFU: a) track superstructure and subgrade, b) drainage and hydrotechnical works, c) external networks, d) roads, e) railway traffic control (srk) equipment, f) telecommunications equipment and systems, g) overhead contact line and the power supply and control system, h) non-traction power supply line (LPN); i) electrical power equipment and systems up to 1 kV, j) engineering structures together with associated works, including railway tunnels, k) platforms, passenger service facilities and buildings, l) pedestrian crossings and level crossings, m) geological and geotechnical works, n) works related to the construction of small architectural elements, o) removal of trees and shrubs and environmental works, p) any other works necessary to complete the task in accordance with the applicable regulations. 3) works involving the construction of environmental protection structures. 4) conducting the conformity assessment process for the structural subsystems within the scope covered by the contract at every stage (design, construction and final subsystem testing) and providing the appropriate EC declarations of verification and EC verification certificates for the subsystems. The Interface Option includes cooperation with other contractors carrying out construction works or deliveries for the Contracting Authority that require connection to the railway traffic control equipment installed as part of this task. Cooperation will take place through the Contracting Authority and/or the Engineer. The Contracting Authority anticipates that the scope of work carried out under other Contracts necessitates, inter alia, changes to the interfaces (i.e. implementation of the Interface Option as part of this task). The detailed scope of the Interface Option is specified in Chapter No. 5 of VOLUME IV — PFU entitled “Anticipated changes to interfaces”, which concern the srk equipment planned for installation under this contract. 2. The detailed Description of the Subject Matter of the Contract is set out in the Description of the Subject Matter of the Contract constituting Volume III of this SWZ and in the Functional and Utility Program (PFU) constituting Volume IV of this SWZ. 3. The Contracting Authority anticipates awarding contracts referred to in Article 388 point 2) letter c) of the Act. The scope of the contracts referred to in Article 388 point 2) letter c) of the Act and the conditions under which they will be awarded are specified in the OPZ and PFU. A similar contract may be awarded under a single-source procurement procedure, following prior negotiations with the Contractor, particularly regarding the contractual terms, including the price, completion deadline, guarantee period/warranty period, and will consist of repeating similar detailed designs in the srk discipline and comprehensive construction works consistent with the subject matter of the contract, particularly within the following scopes: a) dismantling and removal of railway infrastructure that is in poor technical condition or has been devastated, unused buildings, as well as elements conflicting with the design solutions, b) execution of construction works covering the track discipline with drainage, the engineering structures discipline (including tunnels), together with hydrotechnical works in their vicinity, the road discipline, the electrical power discipline, the overhead contact line discipline, the traction power supply discipline, the telecommunications discipline, passenger service facilities and buildings together with surface drainage of the site, the sanitary discipline, and the srk discipline, c) elimination of conflicts with networks belonging to various utility operators.
