Opportunity description

The subject of the contract is the construction of a building for short stays and outpatient consultations at the "Children's Memorial Health Institute" in the “design and build” mode, implemented under the programme “European Funds for Infrastructure, Climate, Environment for 2021–2027, Priority FENX.06 Health, Measure FENX.06.01 Healthcare System”. A detailed description of the subject of the contract is provided in Annexes No. 1, 2 and 3 to the SWZ. The Contracting Authority does not permit the submission of tenders for parts of the contract. Reasons for not dividing the contract into lots: The contract has not been divided into lots because it constitutes a single comprehensive investment project implemented under the “Design and Build” formula, requiring design and execution consistency and coordination of all disciplines. Dividing the contract could result in organisational difficulties, an extension of the investment implementation period and fragmentation of responsibility for achieving the intended outcomes. At the same time, the absence of a division of the contract into lots does not restrict competition, because the subject of the contract corresponds to the standard scope of activities of entities operating in the construction market, and contractors may apply for its implementation independently, jointly within a consortium or with the participation of subcontractors. The subject of the contract is the construction of a building for short stays and outpatient consultations at the "Children's Memorial Health Institute" in the “design and build” mode, implemented under the programme “European Funds for Infrastructure, Climate, Environment for 2021–2027, Priority FENX.06 Health, Measure FENX.06.01 Healthcare System”. The task includes: a) preparation of the design documentation necessary to carry out the construction works, including preparation of the building design (if required), detailed design documentation and technical specifications for the execution and acceptance of construction works in accordance with the applicable regulations and the requirements for acceptance of the premises by State Administration Authorities, including, among others, SANEPID and UDT (if required)., b) obtaining, on behalf of the Contracting Authority, the appropriate permits, expert assessments, opinions and arrangements necessary for implementation of the investment and, if necessary, obtaining on behalf of the Contracting Authority the relevant approvals for derogations from technical and construction regulations, c) performance of construction, demolition, modernisation and assembly, installation and finishing works related to the task in question, together with technological commissioning and handover for use, d) comprehensive and complete equipping of the premises, including furniture and equipment, in accordance with the developed design and the Contracting Authority's requirements, e) supply and installation of sanitary fixtures together with fittings and accessories, in accordance with the developed design and technology, f)preparation of the necessary instructions and training of the Contracting Authority's personnel.
