3.The subject matter of this procedure is the implementation, under the “design and build” system, of the contract entitled: “Increasing the safety and reliability of wastewater collection and treatment for the Ostrowiec Świętokrzyski agglomeration through the modernization of the Municipal Wastewater Treatment Plant in Ostrowiec Świętokrzyski – Stage I”. The investment includes the preparation of complete design documentation, obtaining the required decisions, approvals and permits, carrying out construction, technological, sanitary, road, electrical and AKPiA works, the supply and installation of equipment, system integration, commissioning and trial operation, personnel training, as well as the preparation of as-built, operational, formal and legal, and settlement documentation. The scope of the contract includes, in particular, modernization of the coarse screen building, raw wastewater pumping stations of the first and second stages, the fine screen building, horizontal grit chambers, the thickened sludge pumping station, switching chamber K2, the PIX dosing station, the blower station, the pipe gallery, the sludge thickening and dewatering station, the lime silo, the sludge storage facility – Facility 49, the MV switchgear building, the administrative and staff welfare building, external lighting, switchboards, power supply and control cabinets, the digital communication network, and the SCADA and AKPiA visualization system. The contract also includes the construction of Facility 50, i.e. a complete installation for converting municipal sewage sludge into a soil improver, together with a process building, sludge and lime conveying and dosing equipment, a hygienization and agglomeration reactor, a biofilter, electrical and control installations, an access road, site preparation, and the removal of soil from the existing lagoon or mound. The Contractor will be required to carry out, at its own expense, a complete research, technological, documentation, and formal and legal procedure resulting in a final product that may lawfully be used as a soil improver, does not have waste status, and is not classified as waste under code 19 08 05. As part of Facility 49, the Contractor shall carry out a technical, structural, fire-safety, environmental, and operational assessment of the existing sludge storage facility and its roofing. If it is determined that the existing facility does not meet current requirements, the Contractor shall, within the contractual remuneration, carry out all necessary design and construction work, including, as appropriate, the repair, modernization, reconstruction, reinforcement, partial or complete demolition of existing elements and their reconstruction, or construction of a new facility. The result of these works shall be the retention or construction of a complete roofed shelter or another equivalent facility intended for the safe storage of sludge or the final product, meeting all applicable regulations, structural standards, fire-safety, occupational health and safety, environmental protection, and the Contracting Authority’s operational requirements. Completion of the contract without providing an operational, roofed storage area for sludge or the final product is not permitted. 3.2. The treatment plant is an operational facility and must maintain an uninterrupted capacity to receive and treat wastewater and manage sludge throughout the entire contract implementation period. The Contractor is required to design, organize, and carry out the works in a manner ensuring the continuity of technological processes, including the use of necessary work phasing, technological bypasses, temporary pipelines, replacement pumping stations, backup power supply and control systems, and agreed switchovers. Throughout the modernization works, the treatment plant must meet all requirements, conditions, and parameters specified in the applicable water-law permit, particularly with regard to the quantity and quality of discharged treated wastewater. Any deterioration in the quality of treated wastewater, restriction of wastewater reception capacity, or exceedance of the parameters of the water-law permit in connection with the Contractor’s actions or omissions is not permitted. The Contractor shall be liable for the consequences of disruptions to the technological process arising from causes attributable to it. 3.3. The Contractor shall be responsible for the completeness, compliance, and mutual compatibility of all designed and implemented solutions, achievement of the required technological parameters, integration of equipment with the SCADA/AKPiA system, performance of the required tests, trials, and measurements, carrying out mechanical, electrical, hydraulic, AKPiA, and technological commissioning, and delivery to the Contracting Authority of a complete set of documentation, licenses, configurations, controller programs, backup copies, and instructions. The detailed scope and requirements are specified in the Functional and Utility Program (PFU), which is the governing document in relation to this description. However, the scope of this contract constitutes a separate part of the entirety of the attached PFU.
