Opportunity description

1. The subject matter of the contract is the construction of a composting facility for separately collected biodegradable waste under a “Design and Build” formula, for the investment named: “Construction of a composting facility for separately collected biodegradable waste in Konin, Gosławice cadastral district, on cadastral plots Nos. 1406 and 1409”, including: 1) preparation of replacement construction design documentation necessary to obtain an amendment to building permit decision No. 139 issued by the Mayor of the City of Konin on 28.10.2025, 2) construction of facilities and accompanying infrastructure, 3) obtaining all permits, arrangements, authorizations, consents, opinions and derogations from regulations required by law and necessary to perform the full scope of the subject matter of the contract and put it into operation, including obtaining, on behalf of the Contracting Authority, an occupancy permit decision. 2. A detailed description of the solutions and requirements has been developed in the document Functional and Utility Program for the investment: Construction of a composting facility for separately collected biodegradable waste. 3. The construction facility is located in Konin, at ul. Sulańska 13, on plots designated by geodetic numbers 1406,1409,1410,1436/5,1437,1438,1440. Gosławice cadastral district. Construction facility category VIII, XVIII. 4. Site visit - The Contracting Authority obliges Contractors to conduct a site visit of the construction site before submitting a tender in order to obtain all data that may be useful for preparing the tender and for the performance and settlement of the subject matter of the contract. The Contracting Authority will set 2 dates for the mandatory site visit, which will take place at the construction site, i.e. Konin, ul. Sulańska 13, of which it will provide notification via the tender platform. 5. The Contractor’s obligations and the detailed conditions required for the performance of the contract are specified in the Draft contract constituting Annex No. 5 to the SWZ. 6. The Contracting Authority requires that the offered performance, including all ICT products, ICT services and ICT processes used to perform the contract, both as main elements and as components, elements of the service delivery environment or accompanying solutions, shall not include: 1) ICT products, ICT services or ICT processes indicated in the recommendation referred to in Art. 33(4) of the Act of 5 July 2018 on the national cybersecurity system, stating their negative impact on the fundamental interest of state security; 2) an ICT product whose type has been specified in a decision on recognizing a supplier as a high-risk supplier, as referred to in Art. 67b(15) of the Act of 5 July 2018 on the national cybersecurity system, or ICT services or ICT processes specified in that decision.
