Poland – Construction works for power plants and heating plants – design and execution of construction works for the project Construction of a gas-fired combined heat and power plant based on gas engine modules for the combined generation of electricity and heat at PEC Legionowo

Opportunity description

The subject of the contract is the implementation of the investment entitled “Construction of a gas-fired combined heat and power plant based on gas engine modules for the combined generation of electricity and heat at PEC Legionowo” under a design-and-build formula. The combined heat and power plant will consist of 4 identical gas-fired cogeneration units, each with an electrical capacity of min. 2 MWe and a thermal capacity of min. 1.9 MWt. Total electrical capacity – approx. 8 MWe, total thermal capacity approx. 7.6 MWt. The investment must be carried out on the premises of the existing Municipal Heating Plant of Przedsiębiorstwo Energetyki Cieplnej in Legionowo, located at ul. Olszankowa 36 in Legionowo. The project will be implemented under a “design and build” formula. It is planned to locate some of the equipment inside the building and the remainder outside on the roof of the building, in accordance with the assumptions of this PFU. Containerized construction is not permitted. The contract includes the supply, installation and commissioning of complete systems for the combined generation of electricity and heat intended for continuous operation. The energy produced will be fed into the district heating and electricity grids and resold. The cogeneration unit installation intended to be installed must meet the conditions for high-efficiency gas cogeneration specified in Polish and EU legislation. It will be intended for continuous operation at full load, i.e. throughout the entire year, with interruptions resulting solely from shutdowns required for servicing work in accordance with the engine manufacturer’s recommendations. The scope of construction works includes the execution of a complete cogeneration system cooperating with the existing infrastructure of the district heating system belonging to the Contracting Authority and with the electricity grid. The designed and completed installations and the operating parameters of the combined heat and power plant must meet the requirements for high-efficiency cogeneration and the conditions resulting from the successful ACHP22025 cogeneration auction, including with regard to guaranteed parameters and the documentation necessary to confirm compliance with the auction requirements. Construction and installation works will be carried out at the Contracting Authority’s operational Municipal Heating Plant facility; the Contractor is obliged to carry out the works in a manner that does not disrupt the continuity of operation of the existing district heating installation, while complying with all safety, occupational health and safety, and fire protection requirements. As part of the contract, the Contractor shall obtain all necessary arrangements, permits, consents and administrative decisions confirming the compliance of the construction project with the requirements arising from separate regulations. 4.1. As part of the contract, the Contractor shall obtain all necessary arrangements, permits, consents and administrative decisions confirming the compliance of the construction project with the requirements arising from separate regulations. The Contracting Authority informs that it requires the Contractor to conduct a mandatory site visit at the place where the works will be carried out (in accordance with point 5 of the SWZ). The date of the next round of the site visit has been set for 17 September 2026 at 10:00 (meeting point: the Contracting Authority’s registered office). In justified cases, the Contracting Authority permits the visit to be conducted on another date upon the Contractor’s written request submitted no later than 2 days before the deadline for submission of tenders, under the rules specified in the SWZ. The tender of a contractor that does not participate in the site visit shall be rejected pursuant to Article 226(1)(18) of the Pzp Act. The Contracting Authority provides for the possibility of cancelling this contract award procedure pursuant to Article 257 of the Pzp Act if the public funds, funds from European Union funds or other funds originating from support and external financing programmes (including credit/loan agreements) that the Contracting Authority intended to allocate to financing all or part of the contract have not been awarded to it.
