Opportunity description

1. The subject matter of the contract is the supply of circuit breakers constituting equipment for the Contracting Authority’s Substations, together with the provision of accompanying services. The subject matter of the contract has been divided into 2 (two) Parts: Part I – Supply of circuit breakers for the tasks: Adaptation of the Bydgoszcz Zachód substation for operation at 400 kV, together with the installation of a 400/110 kV autotransformer and reactive power compensation equipment, Extension of the 400/110 kV Kromolice substation for the connection of new facilities to the KSE, Extension of the 400 kV and 110 kV switchgear at the 400/110 kV Siedlce Ujrzanów substation, Reserve circuit breakers for investment tasks. Under Part I, the Contracting Authority permits the submission of variant tenders: 1. Basic tender: supply of circuit breakers with an extinguishing medium alternative to SF6 gas, with a global warming potential (GWP) below 1. 2. Variant tender 1: supply of circuit breakers with an extinguishing medium alternative to SF6 gas, with a global warming potential (GWP) below 1000. 3. Variant tender 2: supply of circuit breakers with a global warming potential (GWP) equal to or greater than 1000 – filled with SF6 gas. Part II – Supply of circuit breakers for the tasks: Extension of the 400/220/110 kV Olsztyn Mątki substation, together with conversion of the 220 kV Olsztyn Mątki-Olsztyn I-Ostrołęka line circuit to 400 kV voltage, Extension of the Gdańsk Błonia substation, together with the installation of reactive power compensation equipment, Construction of the 400/110 kV Biebrowo substation near the Nuclear Power Plant, Construction of the 400/220/110 kV Baczyna substation, together with the connection of the 400 kV Krajnik-Plewiska line and the 220 kV Krajnik-Gorzów line, Construction of a 400/110 kV substation in the CPK area, together with the connection of the 400 kV Rogowiec (Dmosin)-Ołtarzew line, Extension of the 400 kV Gdańsk Przyjaźń substation and the 400(220)/110 kV Żydowo Kierzkowo substation, together with the installation of reactive power compensation equipment and adaptation of the 400/220/110 kV Gdańsk I substation for conversion of the 400 kV Dunowo-Żydowo Kierzkowo-Gdańsk line circuit, Construction of the 400/220/110 kV Stryków (Dmosin) substation, together with the connection of the 400 kV Rogowiec-Płock/Ołtarzew line and the 220 kV Janów-Ołtarzew line, Construction of the 400/110 kV Kutno (Witonia) substation, together with the connection of the 400 kV line from the Stryków (Dmosin) substation and the new substation in the Konin area, Construction of the 220/110 kV Norki substation, Construction of the 220/110 kV Wigry substation, Extension and modernisation of the 400/110 kV Tucznawa substation, Modernisation of the 400/220/110 kV Plewiska substation with respect to the 110 kV switchgear, Extension of the 400/110 kV Kromolice substation for the connection of new facilities to the KSE, Reserve circuit breakers for investment tasks. Under Part II, the Contracting Authority permits the submission of variant tenders: 1. Basic tender: supply of circuit breakers with an extinguishing medium alternative to SF6 gas, with a global warming potential (GWP) below 1. 2. Variant tender 1: supply of circuit breakers with an extinguishing medium alternative to SF6 gas, with a global warming potential (GWP) below 1000. 3. Variant tender 2: supply of circuit breakers with a global warming potential equal to or greater than 1000 – filled with SF6 gas. Applies to Part I and Part II: The Contracting Authority permits the submission of a variant tender, taking into account the provisions of Article 13 points 9 and 11 of Regulation (EU) 2024/573 of the European Parliament and of the Council of 7 February 2024 on fluorinated greenhouse gases, amending Directive (EU) 2019/1937 and repealing Regulation (EU) No 517/2014. a) First, the Contracting Authority will select the most advantageous tender from among the basic tenders, provided that at least two such tenders are submitted and at least two tenders cover equipment originating from different manufacturers, subject to the provisions below: If at least one basic tender is submitted or basic tenders are submitted exclusively for equipment originating from one manufacturer, and the price of the most advantageous basic tender is lower than the price of the lowest-priced tender not subject to rejection under variant 1 or 2, the Contracting Authority will in such a case examine and evaluate only the basic tenders. b) If it is not possible to select the basic tender referred to above, the Contracting Authority will examine and evaluate variant tenders 1. In such a case, the Contracting Authority will examine and evaluate only variant tenders 1. c) If it is not possible to select a basic tender or variant tender 1, the Contracting Authority will examine and evaluate variant tenders 2 or cancel the procedure in the cases specified by the provisions of the Act.
