Poland – Detection and analysis apparatus – Purchase of stationary hazardous liquid detectors for the courts of the Łódź appellate district

Opportunity description

The procedure in question is conducted under the open tender procedure pursuant to Article 132 et seq. of the Act of 11 September 2019 – Public Procurement Law, in which all interested Contractors may submit tenders in response to the contract notice. The subject of the procedure and the contract is the purchase of 8 hazardous liquid detectors, including delivery, installation, commissioning, performance of warranty service inspections throughout the warranty period, and training of the Contracting Authority’s personnel at the following locations: a) Regional Court in Łódź at pl. Dąbrowskiego 5, b) Regional Court in Łódź at ul. Narutowicza 64, c) District Court in Brzeziny at ul. Waryńskiego 34, d) District Court in Brzeziny at ul. Waryńskiego 32, e) District Court in Łowicz at ul. Kaliska 1/3, f) District Court in Rawa Mazowiecka at ul. Kościuszki 17, g) District Court in Rawa Mazowiecka at ul. Zamkowa Wola 31, h) District Court in Łęczyca at ul. M. Konopnickiej 16. The subject of the contract must be brand-new, unused, not previously displayed, not refurbished, free from design, material, workmanship, and legal defects, manufactured no earlier than in 2025, and permanently marked with the name, model, manufacturer, serial number, and year of manufacture. The conditions for performance of the contract are set out in the Model Contract constituting Annex No. 5.0 to the SWZ. The device must have: All components of the offered device should have CE certificates of conformity. The Contractor shall offer a device in accordance with the Contracting Authority’s requirements specified in the SWZ and the procurement documentation, and is required to complete the table with data on the offered device enabling its identification – LIST OF DEVICES, in accordance with the template constituting Annex No. 2.0 to the SWZ – Tender Form – indicating in particular the manufacturer’s name, device name, type/model, year of manufacture, and other relevant parameters for each of the device components comprising the subject of the contract, as well as their price. Together with the tender, in order to confirm that the offered supplies meet the requirements and characteristics specified by the Contracting Authority, the Contractor is required to submit subject-matter evidence, in Polish, in the form of: a) catalogue sheets, b) manufacturer’s technical descriptions, c) technical specifications, d) instructions, e) manufacturer’s documentation, f) a list of parameters, g) certificates or other documents confirming compliance with the requirements specified in the SWZ and OPZ concerning the offered devices, listed by the Contracting Authority in the Tender Form. If the Contractor does not submit the above subject-matter evidence or the evidence submitted is incomplete, the Contracting Authority shall request its submission or supplementation within a specified deadline. Additionally, as subject-matter evidence, the Contractor shall attach: • a certificate concerning industrial and electromagnetic safety (EMC). • a certificate concerning ECAC Standard 3 type B security. • a document confirming compliance with health and safety requirements, confirming compliance with all safety requirements contained in the relevant provisions and standards of Polish law.
