1. The subject of the contract is the purchase of a test bench for the regulation capabilities of renewable energy technologies under the project entitled “Public Safety Technology Centre” No FEDS.01.01-IZ.00-0003/24 – tasks: Task No Name and CPV CODE Detailed description of the subject of the contract (OPZ) Task 1 Programmable DC power supply / programmable DC load, constituting a component of the test bench for the regulation capabilities of renewable energy technologies Annex No 2.1 to the SWZ Task 2 Programmable AC power supply capable of feeding energy back into the power supply network, constituting a component of the test bench for the regulation capabilities of renewable energy technologies. The detailed scope of performance of the subject of the contract, constituting the proposed provisions of the public procurement contract, is contained in the model contract constituting Annexes No 3 to the SWZ. 5. The required time limit for performing the subject of the contract for tasks No 1–6 is: up to 12 weeks from the date of conclusion of the contract. 6. Pursuant to Art. 257 uPzp, the Contracting Authority provides for the possibility of cancelling this procedure if the funds that the Contracting Authority intended to allocate to finance all or part of the contract have not been awarded to it. 7. The Contracting Authority provides for the application of the so-called reverse procedure referred to in Art. 139(1) uPzp, i.e. the Contracting Authority will first examine and evaluate the tenders and will then carry out the qualitative selection of the Contractor whose tender received the highest evaluation, with respect to the absence of grounds for exclusion and compliance with the conditions for participation in the procedure. 8. The Contractor is bound by the tender from the expiry of the tender submission deadline until 12/09/2026 (90 days). 9. The tender must consist of: 9.1. the Contractor’s tender form – an interactive form available on the e-Procurement Platform; 9.2. the declaration referred to in Chapter VII point 1 of the SWZ – ESPD – an interactive form available on the e-Procurement Platform; 9.3. the declaration referred to in Chapter VII point 1a of the SWZ – (as applicable) Declarations in Annexes No 5.1 and 5.2 to the SWZ; 9.4. (if applicable) the commitment of the entity making resources available, referred to in Chapter VII point 6 of the SWZ; 9.5. (if applicable) demonstration of the reservation of information constituting a trade secret in accordance with Chapter X point 6; 9.6. document(s) demonstrating the right to sign the Tender in accordance with Chapter X point 15 of the SWZ; (if applicable) the relevant powers of attorney in accordance with Chapter X point 16 of the SWZ; 9.7. (if applicable) Declaration of contractors jointly applying for the contract – in accordance with Art. 117(4) uPzp. 9.8. SUBJECT-MATTER EVIDENCE confirming that the supplies offered by the Contractor meet the requirements and characteristics specified by the Contracting Authority: a description of the offered subject of the contract – the technical specification of the offered subject of the contract, together with any Information for Contractors – enabling confirmation that the offered device/set complies with the Contracting Authority’s requirements set out, as applicable, in Annexes No 2.1–2.6 to the SWZ – completed Annexes No 2.1–2.6 to the SWZ. As subject-matter evidence, the Contracting Authority recognizes the parameters specified by the Contractor, as applicable, in Annexes 2.1–2.6 to the SWZ, OPZ, column Offered parameters – confirmation of compliance with the requirements through the parameters offered by the Contractor. Pursuant to Art. 107 uPzp, if the Contractor has not submitted the subject-matter evidence or the submitted subject-matter evidence is incomplete, the Contracting Authority will request its submission or supplementation within a specified time limit (valid as at the date of its submission). This rule shall not apply if, despite the submission of subject-matter evidence, the tender is subject to rejection or grounds exist for cancelling the procedure. 10. Contractors who are not subject to exclusion under the rules specified in Chapter VI of the SWZ and who meet the conditions for participation in the procedure specified by the Contracting Authority may apply for the award of the contract. 11. 2.
