Opportunity description

1) The subject matter of the contract is the implementation of digital technology at the 220/110 kV Piaseczno substation. 2) The contracting authority’s needs and the characteristics of the subject matter of the contract, as well as the minimum requirements concerning the subject matter/performance of the contract that are not subject to negotiation and that all tenders must meet, are specified in Part II of the OPIW, except that at the contract notice stage an abridged description of the contract needs and requirements will be made available—in accordance with the provisions of Article 18 of the Pzp Act. Contractors invited to participate in the next stage of the procedure, i.e. together with the invitation to negotiate, will receive the full description of the subject matter of the contract (Part II of the OPIW). 3) The contracting authority requires the Contractor to indicate in the tender the parts of the contract whose performance it intends to entrust to Subcontractors and to provide the names of the Subcontractors, if already known. 4) Pursuant to the provisions of Article 95 and Article 438 of the Act in conjunction with Article 134(2)(14) of the Act, the Contracting Authority specifies requirements related to the performance of the contract concerning the employment, by the Contractor or subcontractor under an employment relationship, of persons carrying out activities indicated by the Contracting Authority within the scope of contract performance, if the performance of those activities consists in carrying out work in the manner specified in Article 22 § 1 of the Act of 26 June 1974—the Labour Code. The requirements are contained in Parts II and IV of the SWZ. 5) Names and codes of the Common Procurement Vocabulary: Main code: 31200000-8 Electricity distribution and control apparatus. 6) The Contractor is required to provide the contracting authority with a warranty and statutory warranty for a period of 60 to 120 months in accordance with the requirements specified in Part IV of the SWZ. This constitutes a tender evaluation criterion. 7) Subject-matter evidence: The contracting authority does not require the submission of subject-matter evidence. 8) Detailed provisions concerning the entity-related evidence to be submitted are specified in point IX of Part I of the SWZ. Entity-related evidence and other documents or declarations that Contractors are required to submit, as well as requirements concerning the form of their submission. 9) It is anticipated that the total period for performance of the subject matter of the contract will not exceed 24 months. 10) Contractors are required to submit a request to participate in the procedure (Form No. 1 of Part III of the OPIW). 11) Information constituting a trade secret will be provided to the Contractor in encrypted form via the Purchasing Platform. The password for decrypting these documents will be sent to the email address indicated by the Contractor in the request. 12) The contracting authority does not permit the submission of tenders for individual lots. 13) The contracting authority does not permit the submission of variant tenders. 14) The contracting authority does not envisage applying an option right. 15) The contracting authority does not reserve the obligation for the Contractor to personally perform key elements of the contract. 16) The contracting authority emphasizes that this procedure is conducted as sectoral negotiations with a call for competition. This means that, after the requests have been submitted, the terms for performance of the subject matter of the contract will be negotiated with the Contractors qualified for Stage II of the procedure (they may not result in a change to the subject matter of the contract, including, in particular, the data indicated in the notice initiating the procedure).
