Opportunity description
1. The subject of the contract is the supply of electricity during the period from 1 January 2027 to 31 December 2027 for the City of Zamość for the needs of municipal technical infrastructure: road and park lighting and illumination of facilities. 2. The Contracting Authority forecasts the purchase of electricity in the amount of 3.959.153,00 kWh during the contract performance period for street lighting electricity consumption and metering points. 3. The conditions for performance of the contract and a detailed description of the subject of the contract, including a list of energy consumption points taking into account their locations, have been specified in the draft contract constituting Appendix No. 10 to the SWZ. 4. The Contracting Authority requires the electricity supplied to meet the quality standards specified in the Energy Law Act and in the Regulation of the Minister of Climate and Environment of 22 March 2023 on the detailed conditions for the operation of the electricity system (Journal of Laws of 2025, item 919, as amended). The rules for setting and calculating tariffs and for settlements in electricity trading are specified in the Regulation of the Minister of Climate and Environment Energy of 29 November 2022 on the method of setting and calculating tariffs and the method of settlements in electricity trading (Journal of Laws of 2024, item 904, as amended). 5. Pursuant to Article 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine, as worded by Regulation 2022/576 and amended by Council Regulation (EU) 2025/2033, it is prohibited to perform a public contract with the participation of subcontractors, suppliers or entities whose capacities are relied upon by the Contractor within the meaning of Directive 2014/24/EU, where they belong to any of the categories of entities indicated in Article 5 of the aforementioned Regulation, where they account for more than 10% of the contract value 1.
