Opportunity description

1. The Contracting Authorities described in Chapter I of the SWZ are jointly conducting a public procurement procedure (Article 38 of the Pzp Act); the authorised Contracting Authority – Leader of the Purchasing Group is the City of Gorzów Wielkopolski. 2. The subject of the contract is the supply and comprehensive supply of electricity in the period from 01.01.2027 to 31.12.2027. The contract will be awarded in four parts. The Contractor may submit a tender for any number of parts: 1) Part 1 of the contract – Supply of electricity to premises and facilities – other tariff groups 2) Part 2 of the contract – Supply of electricity to premises and facilities – tariff group B 3) Part 3 of the contract – Supply of electricity for road lighting needs 4) Part 4 of the contract - Comprehensive supply of electricity - Prosumers A detailed description of the individual parts of the contract can be found in Chapters III.1, III.2, III.3, III.4 of the SWZ. 3. The data concerning the quantity of electricity to be purchased are indicative. The quantity of electricity was estimated on the basis of historical electricity consumption data for a period of 12 months, taking into account projected changes in use and the measures taken by the contracting authorities referred to in Article 37 of the Act of 7 October 2022 on special solutions to protect electricity consumers in 2023 and in 2024 in connection with the situation on the electricity market, as well as the estimated quantity of electricity generated in generation installations. The Contractor should take into account possible fluctuations in electricity consumption. A decrease or increase in the quantity of electricity shall not entail any consequences for the contracting authorities (consumers), apart from the obligation to pay for the quantity of electricity actually consumed and for distribution services in accordance with the applicable DSO Tariff. The indicated estimated quantity of energy is the quantity that the contracting authorities intend to purchase, taking into account the quantity of electricity generated in-house and consumed through self-consumption. 1. The subject of the contract is the supply of electricity with an estimated volume of 16 133,05 MWh. The data are indicative. 2. Number of metering systems recording electricity consumed: 1 378 units. 3. The contracting authority has included a detailed description of the consumption points (PPE) in Annex No 1a to the SWZ. 4. Supplies will be carried out from 01.01.2027 to 31.12.2027; details concerning supply dates for individual consumption points are described in Annex No 1a to the SWZ, column “Supply period”. 5. The currently applicable electricity supply contracts will expire or be terminated with effect on the day preceding the planned supply commencement date (column “Supply period”). The obligation to terminate the contracts lies with the contracting authorities (consumers). 7. Distribution services are/will be provided on the basis of separate contracts concluded between the contracting authorities (electricity consumers) and the DSO. 8. Generation sources: 1) Details concerning PV installations at the facilities covered by the procedure (including capacity, connection date or planned connection date, anticipated quantity of energy fed into the DSO grid, consumer status) can be found in Annex 1a to the SWZ – column “Generation installation”. 2) Where it is planned to feed surplus energy into the DSO grid, the contracting authorities agree to conclude a contract/contracts for the repurchase and balancing of electricity based on the template used by the contractor, subject to the following reservations: a) the contracting authority (Consumer) will not be charged by the contractor any additional costs for concluding the repurchase contract (e.g. commercial/subscription fee), b) the repurchase price (after taking into account the contractor’s margin and operating costs, including balancing costs) shall have a positive value; where the electricity repurchase price, using the formula applied by the contractor, has a negative value, the value of PLN 0,00 shall be used for settlement 3) The Contracting Authorities (Consumers) do not have any other RES installations generating electricity at the PPE covered by the procedure. 4) The Consumers are not entered in the MIOZE register 5) The Consumers do not have energy storage facilities (and do not plan to construct them during the term of the contract) 6) The Consumers do not hold a trading licence 9. As a result of the conclusion of the procedure for part 1 of the contract, 38 contracts will be concluded. 1. The subject of the contract is the supply of electricity with an estimated volume (basic contract) of 10 061,15 MWh. The data are indicative. 2. Number of metering systems recording electricity consumed: 17 units. 3. The contracting authority has included a detailed description of the consumption points (PPE) in Annex No 1b to the SWZ. 4. The metering systems are adapted to the supplier-switching procedure. 5. Supplies will be carried out from 01.01.2027 to 31.12.2027; details concerning supply dates for individual consumption points are described in Annex No 1b to the SWZ, column “Supply period”. 6. CPV code: 09300000-2 - Electricity, heating, solar and nuclear energy 09310000-5 – Electricity 7. For all PPE, the supplier will be changed once again. 8. The currently applicable electricity supply contracts will expire or be terminated with effect on the day preceding the planned supply commencement date (column “Supply period”). The obligation to terminate the contracts lies with the contracting authorities (consumers). 9. Distribution services are/will be provided on the basis of separate contracts concluded between the contracting authorities (electricity consumers) and the DSO. 10. As a result of the conclusion of the procedure for part 2 of the contract, 6 contracts will be concluded. 11. Option Right – Miejski Zakład Komunikacji w Gorzowie Wielkopolskim Sp. z o.o. 1) The Contracting Authority plans to carry out an investment involving the construction of a new connection, “Power supply for the electric bus charging station” 2) Completion of the investment and connection of the facility are planned for the end of the first quarter of 2027. 3) Under the option right, the contracting authority reserves the possibility of carrying out supplies to the newly constructed connection starting from 01.04.2027, 4) Due to possible implementation delays, the contracting authority reserves the possibility of commencing supplies at a later date, i.e. exercising the option right in part or in full. 5) If the option is exercised to the maximum extent, the volume may be increased by 780,00 MWh. 6) The condition for exercising the option right is the submission by the contracting authority, no later than 30 days before the planned commencement of supplies under the option, of a Declaration on exercising the option right, specifying the scope of the option (supply period, volume), 7) Exercising the option right is an entitlement of the contracting authority and not an obligation towards the contractor, 8) The conditions for exercising the option right are described in Annex No 9a to the SWZ (Draft contractual provisions). 1. The subject of the contract is the supply of electricity with an estimated volume of 13 806,46 MWh. The data are indicative. 2. Number of metering systems recording electricity consumed: 1 307 units. 3. The contracting authority has included a detailed description of the consumption points (PPE) in Annex No 1c to the SWZ. 4. The metering systems are adapted to the supplier-switching procedure. 5. Supplies will be carried out from 01.01.2027 to 31.12.2027; details concerning supply dates for individual consumption points are described in Annex No 1c to the SWZ, column “Supply period”. 6. The currently applicable electricity supply contracts will expire or be terminated with effect on the day preceding the planned supply commencement date (column “Supply period”). Distribution services are/will be provided on the basis of separate contracts concluded between the contracting authorities (electricity consumers) and the DSO. 9. As a result of the conclusion of the procedure for part 3 of the contract, 12 contracts will be concluded. 1. The subject of the contract is the comprehensive supply of electricity – supply together with the distribution service, with an estimated volume (basic contract) of 232,00 MWh, and the settlement and balancing of electricity fed into the grid by Prosumers. The volume data are indicative. 2. Number of metering systems recording electricity consumed: 12 units. 3. The contracting authority has included a detailed description of the consumption points (PPE) in Annex No 1d to the SWZ. 4. Supplies will be carried out from 01.01.2027 to 31.12.2027; details concerning supply dates for individual consumption points are described in Annex No 1d to the SWZ, column “Supply period”. 5. At all PPE, the consumers have/will have Prosumer status and are/will be settled under the net-billing system 1) The value of electricity will be determined in accordance with the provisions of Article 4b of the RES Act 2) For the purpose of carrying out settlements under the net-billing system, the Contractor will maintain an account for the renewable energy Prosumer, in which the quantity of electricity and the values of electricity, as well as the resulting value of funds due to the Prosumer for electricity fed into the grid, will be recorded - Prosumer Deposit. 8. For all PPE, the contracting authorities have/will have comprehensive contracts concluded. 9. As a result of the conclusion of the procedure for part 4 of the contract, 2 contracts will be concluded (according to the template constituting Annex No 9b to the SWZ). Procedure: open.
