Opportunity description

The subject matter of the contract is the purchase of electricity for 2027 available on the market, meeting the quality standards specified by the provisions of the Energy Law Act of 10 April 1997 (consolidated text: Journal of Laws of 2026, item 43, as amended), for the purpose of supplying public utility facilities, video surveillance, gates in acoustic barriers, and lighting: streets, squares, bus stops, parks and green spaces within the city of Radomsko. This procurement procedure is conducted jointly through the Contracting Authorities: City of Radomsko – Radomsko City Office, ul. Tysiąclecia 5, 97-500 Radomsko, which will prepare the tender documentation, conduct the entire tender procedure and award the contract in the name and on behalf of each participant in GZ 2027, i.e. municipal organizational units (schools, kindergartens, MOSiR, CUS, ŚDS, COM) and cultural institutions (MDK, MBP, MR), collectively referred to as municipal units or subordinate units. The purchasing group was established by Order No. 171/2026 of the Mayor of the City of Radomsko dated 24 July 2026 on the establishment of the 2027 Electricity Purchasing Group and the award of the contract for “Purchase of electricity for 2027”. The leader of the Purchasing Group is the City of Radomsko – Radomsko City Office, ul. Tysiąclecia 5, 97-500 Radomsko. The subject matter of the contract is the purchase of electricity for 2027 available on the market, meeting the quality standards specified by the provisions of the Energy Law Act of 10 April 1997 (consolidated text: Journal of Laws of 2026, item 43, as amended), for the purpose of supplying public utility facilities, video surveillance, gates in acoustic barriers, and street lighting, squares, bus stops, parks and green spaces within the city of Radomsko. This procurement procedure is conducted jointly by the Contracting Authorities listed in SECTION 1.1. BUYER. The purchasing group was established by Order No. 171/2026 of the Mayor of the City of Radomsko dated 24 July 2026 on the establishment of the 2027 Electricity Purchasing Group and the award of the contract for “Purchase of electricity for 2027”. The leader of the Purchasing Group is the City of Radomsko – Radomsko City Office, ul. Tysiąclecia 5, 97-500 Radomsko, which will prepare the tender documentation, conduct the entire tender procedure and award the contract in the name and on behalf of each participant in GZ 2027, i.e. municipal organizational units (schools, kindergartens, MOSiR, CUS, ŚDS, COM) and cultural institutions (MDK, MBP, MR), collectively referred to as municipal units or subordinate units. The estimated quantity of electricity to be supplied in 2027 is 3 508 030,00 kWh – detailed information is provided in appendices Nos. 7, 8 and 9 to the SWZ. The indicated quantity of electricity to be purchased was estimated on the basis of previous electricity consumption; the actual quantity of energy consumed during performance of the contract may increase or decrease. The supply of electricity will be carried out according to the actual needs of the Contracting Authority of each municipal unit. The Contracting Authority–municipal unit guarantees the purchase of electricity in a quantity of no less than 60%, calculated separately for each municipal unit in accordance with the concluded contract (§ 2 of the contract). Exercise of the right involving greater or lesser electricity consumption will take place automatically through settlements performed by the Contractor on the basis of readings from metering and billing devices. A difference between actual electricity consumption and estimated consumption will not result in any additional costs to the Contracting Authority other than those arising from the quantity consumed and the agreed price. The detailed description of the subject matter of the contract is specified by: 1) Detailed description of the subject matter of the contract – constituting appendix No. 7 to the SWZ, 2) List of electricity consumption points of the City of Radomsko and its establishments and institutions – constituting appendix No. 8 to the SWZ, 3) List of electricity consumption points for street lighting: streets, bus stops, squares, green spaces, parks and the road traffic education area, as well as municipal video surveillance and gates in acoustic barriers within the city of Radomsko – constituting appendix No. 9 to the SWZ, 4) draft contract – constituting appendix No. 6 to the SWZ.
