Description of the subject matter of the contract: The subject matter of the contract is the update of the construction, surveying and environmental design documentation for stage 1 of the Racibórz–Pszczyna Regional Road, i.e. for the section from Rybnicka Street in Racibórz to Pstrążka Street in Rzuchów. The documentation developed to date covers stage 1, i.e. beginning before the intersection with Rybnicka and Piaskowa Streets (provincial road no. 935 and a district road) and extending to Pstrążka Street in Rzuchów (provincial road no. 923), with the interchange outside the scope of the stage 1 study. Road class: GP Cross-section: 2/2 Length of the section covered by the update, approx.: 10.750 m Scope of the design documentation update: The update will include, inter alia: 1) preparation of a map for design purposes, 2) conducting utility-provider consultations, 3) obtaining extracts from the land register, 4) updating the site development design, 5) updating the architectural and construction design with regard to the road discipline and engineering structures, as well as the landscaping design, 6) updating the designs for sanitary networks and electrical and telecommunications networks, 7) carrying out a road safety audit, 8) preparing an application for the issuance of a ZRID decision, 9) preparing a cadastral map with boundary lines, 10) preparing a map showing the route of the road, with the area for construction structures and the existing utilities marked, 11) preparing an analysis of the road’s connections with other public roads, 12) specifying changes to the existing site development infrastructure, 13) obtaining the opinions required by the Special Road Act, 14) updating the property subdivision designs, 15) updating the traffic forecast for the entire unbuilt route of the Racibórz–Pszczyna Regional Road, 16) carrying out a natural environment inventory, 17) preparing a renewed environmental impact report, 18) preparing the detailed design, 19) preparing a temporary traffic management design for the construction period, TOR, and the permanent traffic management design, DOR 20) preparing a bill of quantities in a technological arrangement for each discipline and in a specification arrangement (TER), preparing technical specifications and acceptance requirements for construction works, preparing the investor’s cost estimate cost estimate for all disciplines—in detailed and simplified arrangements and in TER form, 21) preparing the technical design, 22) preparing designs for the demolition of conflicting structures, 23) obtaining water-law permits. The update includes, inter alia, adapting the documentation to the applicable technical and construction regulations concerning public roads. As part of the task, it may be necessary to update (or obtain new) decisions, arrangements and opinions, including current geological and mining conditions, or to supplement the geotechnical foundation conditions. The documentation should treat railway line no. 176 on the Racibórz-Markowice–Olza route as decommissioned. Accordingly, there is no need to preserve its continuity. 2. The detailed description of the subject matter of the contract is set out in: - description of the subject matter of the contract—Appendix no. 5 to the SWZ, - draft contractual provisions—Appendix no. 4 to the SWZ. The Contracting Authority requires that the offered performance, including all ICT products, ICT services and ICT processes used to perform the contract, both as principal elements and as components, environmental elements, service provision or accompanying solutions, does not include: • ICT products, ICT services or ICT processes indicated in the recommendation referred to in Art. 33(4) of the Act of 5 July 2018 on the National Cybersecurity System, finding that they adversely affect the fundamental national security interest; • an ICT product whose type was specified in the decision recognizing a supplier as a high-risk supplier, referred to in Art. 67b(15) of the Act of 5 July 2018 on the National Cybersecurity System, or ICT services or ICT processes specified in that decision.
