Poland – Engineering design services – Preparation of design and cost-estimate documentation for the task entitled: “Expansion and modernization of the Wastewater Treatment Plant in Knurów”

Opportunity description

1. The subject of the contract is the preparation of complete design and cost-estimate documentation compliant with the applicable provisions of law, together with obtaining a building permit on behalf of the Contracting Authority for the task entitled: “Expansion and modernization of the Wastewater Treatment Plant at ul. Rakoniewskiego in Knurów,” taking into account all necessary disciplines. 2. During the design process, the Contractor will make working arrangements concerning the documentation with the Contracting Authority at working meetings to be held at the Contracting Authority’s registered office at ul. Szpitalna 11 in Knurów or at the Wastewater Treatment Plant at ul. Rakoniewskiego in Knurów, with the participation of the Contracting Authority, the Contractor, and other invited parties. Furthermore, the Contractor will participate in all meetings, consultations, presentations, public consultations, or other events related to the commissioned subject of the design work convened by the Contracting Authority. 3. During the performance of the contract, the Contractor will be required to obtain, on behalf of the Contracting Authority, all necessary opinions, arrangements, administrative decisions, permits, and verifications. On the basis of the prepared design documentation accepted by the Contracting Authority, the Contractor will submit an application for a building permit to the competent authority and provide the Contracting Authority with the issued building permit decision. 4. The subject of the contract also includes: 1) Full participation in the public procurement process for the execution of construction works on the basis of the prepared design documentation. 2) Updating the investor’s cost estimates and adapting them to the requirements specified in the guidelines for the programs under which the Contracting Authority will apply for funding for the reconstruction of the wastewater treatment plant. 3) Providing author’s supervision during the execution of construction works on the basis of the prepared design documentation. 5. The detailed description of the subject of the contract includes the following Appendices: No. 1a – Concept for the expansion of the wastewater treatment plant at ul. Rakoniewskiego in Knurów (option I) and No. 1b – Supplement to the description of the subject of the contract. 6. The Contracting Authority has not divided the contract into lots and does not permit the submission of tenders for individual lots. 8. The Contracting Authority does not permit the submission of a variant tender. 9. The Contracting Authority does not envisage selecting the most advantageous tender using an electronic auction. 1. Contract performance deadline 1. Preparation of the design and cost-estimate documentation, obtaining a building permit on behalf of the Contracting Authority, and submitting to the Contracting Authority for acceptance the complete set of documents in the forms and quantities specified in point III. 4. 6) and 7) of Appendix No. 1b to the SWZ – within 22 months from the date of conclusion of the contract. 2. Updating the investor’s cost estimates and adapting them to the requirements specified in the guidelines for the programs under which the Contracting Authority will apply for funding for the reconstruction of the wastewater treatment plant – no more than twice within 36 months from the date on which the building permit decision becomes final. 3. Participation in the public procurement process for the execution of construction works on the basis of the prepared design documentation – during the procurement procedure conducted for the award of a contract for the execution of construction works on the basis of the prepared design documentation. 4. Author’s supervision – during the execution of construction works performed on the basis of the prepared design documentation—from the date the construction site is handed over until the date of final acceptance of the construction works. The Contracting Authority anticipates that the construction works will commence within 3 years of obtaining the building permit. The contract performance deadline may be changed only in the cases specified in the Draft Contractual Provisions (hereinafter: PPU), constituting Appendix No. 3 to this SWZ. Procedure: open.
