Opportunity description

4.1. The subject matter of the contract is the performance of a service consisting in the preparation of complete design documentation together with the necessary appendices, an investor’s cost estimate, and the provision of author’s supervision over the design for the task entitled “Construction of a water reservoir together with the necessary accompanying infrastructure in Hrubieszów, Lubelskie Voivodeship,” including obtaining the necessary approvals and administrative decisions enabling the implementation of the task in question. 4.2. The scope of the study was adopted in accordance with variant II of the Program and Spatial Concept prepared in 2022 by HYDRON, ul. Jastrzębowskiego 22 p. 14, 02-786 Warszawa. This variant was recommended by the contractor that prepared the concept, the contracting authority, the State Water Holding Polish Waters Regional Water Management Authority in Lublin, and the Catchment Management Authority in Biała Podlaska of Polish Waters. However, the program and spatial concept constituting an appendix to this Description of the Subject Matter of the Contract is auxiliary documentation—it does not constitute a mandatory basis for design. 4.3. The design documentation should be prepared on the basis of current data, in particular: • the results of geodetic surveys carried out in the applicable horizontal and vertical reference systems, • a detailed site inventory, • an investigation of soil and water conditions, • an analysis of the existing infrastructure and environmental and formal-legal conditions, • an analysis of the occurrence of climatic phenomena (e.g. drought), • the contracting authority’s expectations regarding the scope of the planned design solutions. 4.4. The contracting authority requires the design to be based on a comprehensive analysis of the site and the actual technical and design possibilities for implementing the intended investment, namely the construction of a water reservoir. 4.5. The design solution should take into account, as effectively as possible, both the technical conditions and the functional expectations of the investment. Furthermore, the design should include solutions enhancing the attractiveness and functionality of the space. 4.6. A detailed description of the subject matter of the contract is contained in Appendix No. 1 to the SWZ and the Draft Contract—Appendix No. 2 to the SWZ. Procedure: open.
